Nghe An pays more than 162 thousand frontline laborers
(Baonghean.vn) - At the conference, delegates discussed and evaluated the advantages, difficulties, and results achieved in implementing the regime and policies for frontline laborers according to Decision 49/2015 of the Prime Minister in the province after more than 4 years of implementation (from 2015 to 2019).
On the morning of July 17, at the Provincial Military Command, the People's Committee of Nghe An province held a conference to summarize the implementation of policies and regimes for frontline laborers according to Decision No. 49/2015/QD-TTg of the Prime Minister.
Attending the conference were Major General Doan Ngoc Son - Deputy Chief of Politics, Deputy Standing Committee of Steering Committee 24 of Military Region 4; representatives of departments, branches and localities in the province, representatives of agencies and units under the Provincial Military Command.

The implementation of Decision 49/2015 of Nghe An province encountered many difficulties because most of the subjects participating in the frontline civilian labor in the province were in wartime conditions, so they did not have related documents; the number of subjects participating in the frontline civilian labor during the anti-French period had basically passed away, and their relatives did not know clearly the time, area of operation and the people accompanying them, causing difficulties in the work of creating and approving records. The retention of records related to the mobilization of frontline civilian labor forces in localities during the war was almost non-existent, making it very difficult for the process of appraising and approving records.
According to initial survey, Nghe An has 152,647 people participating in the frontline labor force - the province with the number of frontline labor force subjects accounts for 1/6 of the whole country and ranks 2nd in the country, after Thanh Hoa province. During the implementation process, the Provincial Military Command received 206,615 records (exceeding the survey data of 53,968 records by 35.4%). Nghe An province has reviewed the records and reported 198,611 records to the Military Region. The Military Region has appraised and signed a decision to grant one-time subsidies to 187,670 cases with an amount of 431,419,200,000 VND. Nghe An province has paid 162,044 people with an amount of 372,624,700,000 VND. Of which, the number of living subjects is 63,879 people; the number of deceased subjects is 98,165 people; the number of frontline laborers participating in the resistance war against the French is 93,373 people; against the Americans is 68,563 people; participating in the war to protect the Fatherland and perform international duties. After April 30, 1975, there were 18 people; the number of subjects not yet entitled to health insurance was 43,079 people (the reason being that they were entitled to other health insurance regimes). The Military Region has continued to evaluate and decide on one-time payment for the remaining files.
With the achieved results, the Steering Committee of 24 Nghe An provinces proposed the Ministry of National Defense to award Certificates of Merit to 1 collective and 1 individual; proposed the Military Region 4 Command to award Certificates of Merit to 3 collectives and 3 individuals.
At the conference, the People's Committee of Nghe An province awarded Certificates of Merit to 9 collectives and 12 individuals with outstanding achievements in implementing Decision 49/2015 of the Prime Minister in the period 2015 - 2019.

Timely pay benefits to beneficiaries after the Military Region's Decision and closely coordinate with Social Insurance, Labor, War Invalids and Social Affairs to promptly resolve the purchase and issuance of Health Insurance cards and funeral benefits for deceased beneficiaries. Completely resolve backlog of files according to Decision 142/2008, Decision No. 62/2011 of the Prime Minister; at the same time, advise on the good implementation of policies and regimes for the Army's rear.
