The Department of Education and Training has just issued a document directing enrollment for the first grade classes in the 2019-2020 school year.
Accordingly, with the admission to grade 6, theHeads of the Department of Education and Training of districts, cities and towns shall, based on the Admission Regulations and the actual local situation, develop an Admission Plan and submit it to the Chairman of the People's Committee of the district, city or town for approval.
Admissions must be guaranteed.Carry out the task of universalizing education in the area; ensure the scale of schools, classes, and students according to the development plan approved by the Department of Education and Training; ensure the recruitment of disabled students in need to study at secondary schools in the area.

Regarding the admission method, for secondary schools with the number of students applying for admission not exceeding the admission quota, the admission method will be implemented, accepting students who have completed the primary school program to study in grade 6 of secondary school.
In particular, for secondary schools with a number of students applying for admission greater than the enrollment quota, the enrollment plan will be implemented by the selection method or a combination of selection and testing and assessment of student capacity.
The Department of Education and Training also requires that the assessment of capacity must not exceed the Ministry's prescribed program, must not put pressure on students, and must ensure the assessment of students' ability to apply knowledge acquired during the learning process to solve specific problems.
The number of students admitted is equal to the number of students eligible for universal secondary education in the area plus the number of students selected from high to low based on the admission results until the school's enrollment quota is reached (including the results of the capacity assessment test (if any).

In addition, for schools participating in the Pilot Implementation Plan for building high-quality key secondary schools (according to the decision of the Provincial People's Committee), if there is a different enrollment plan, the school will develop an enrollment plan and report to the Department of Education and Training for approval by the District People's Committee.
Thus, with this announcement, this year some schools considered as key schools of localities such as Dang Thai Mai Secondary School (Vinh city), Ton Quang Phiet Secondary School (Thanh Chuong), Ly Nhat Quang Secondary School (Do Luong), Ho Xuan Huong Secondary School (Quynh Luu) can still use the form of admission combined with entrance exams because most of these schools have higher enrollment demand than the set quota.
