(Baonghean.vn)- In 2017 and 2018, Nghe An did not streamline the teaching staff. From now until 2021, the province also plans to recruit 500 more preschool teachers under the contract of Circular 09.

On the morning of December 20, the working delegation of the Committee on Culture, Education, Youth, Adolescents and Children of the 14th National Assembly had a working session with the Provincial People's Committee to monitor the implementation of the Law on Education in the province.

Comrade Ngo Thi Minh - Vice Chairman of the Committee was the head of the delegation. Receiving and working with the delegation was Comrade Le Minh Thong - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee.

The 2005 Law on Education and the 2009 Law on Amendments and Supplements to a Number of Articles of the Education Law have created a legal basis for the continued construction and development of the country's education in recent years. Particularly in Nghe An, the implementation of the Education Law has contributed to creating a new look for the development of education and training, improving the quality of teaching and learning.

However, in addition to the achieved results, after more than 10 years of implementation, the Law on Education has also encountered some shortcomings and caused many difficulties in the implementation process. In addition, the system of documents is still lacking in synchronization, with unclear and overlapping content.

At the meeting, with a frank spirit, delegates also contributed many opinions on the amendment of the Education Law in the coming time. In particular, focusing on issues such as streamlining teachers, whether or not to restructure investment in education levels, exempting tuition fees in general schools or the issue of autonomy in universities and colleges. Many opinions also proposed to return to collecting construction contributions, instead of collecting socialized fees to avoid the current negative phenomena.

Concluding the meeting, comrade Le Minh Thong affirmed: Although there are still many difficulties, in recent years, Nghe An province has always prioritized investment in the education sector and has brought about many very positive results.

Nghe An province also hopes that in order for the Education Law to be implemented more effectively, the Law needs to clearly stipulate issues regarding teacher standards, have specific plans for contributions, and closely monitor the current operations of schools.

In addition, there should be an “open” mechanism to attract investors and resources for the education sector. He also proposed a policy of free tuition for preschool and secondary education to increase opportunities for students to go to school.

The opinions contributed at the working session will be received by the working delegation of the Committee on Culture, Education, Youth, Adolescents and Children of the 14th National Assembly to develop the revised Law on Education in the coming time to be closer to reality.

Regarding the work of streamlining teachers, at the working session, comrade Tran Quoc Chung - Deputy Director of the Department of Home Affairs said: The education sector is a special sector, streamlining teachers is very difficult because it is also based on the number of teachers in the class, based on the number of students. Particularly in Nghe An, in 2017, the province did not streamline the teaching staff and continued to stabilize in 2018.

From now until 2021, the province also plans to recruit 500 more preschool teachers under the contract of Circular 09. The number of more than 1,000 surplus teachers will be re-evaluated and conditions will be created for training to transfer to teaching at other levels.
