Nghe An has many creative ways to promptly organize Party congresses at all levels.

On the morning of July 1, the Central Organizing Committee, the Ministry of Home Affairs, and the National Assembly Deputies' Affairs Committee jointly held an online conference to review the Party building work in the first 6 months of the year, and directions and tasks for the last 6 months of 2020.

SYNCHRONOUSLY DEPLOYING PREPARATION AND ORGANIZATION OF THE PARTY CONGRESS

This online conference is of great significance in continuing to direct and urge the good implementation of Directive 35 of the Politburo on Party Congresses at all levels towards the 13th National Congress of the Party; Conclusion No. 75-KL/TW of the Central Executive Committee on the direction of personnel work for the 13th Congress and Directive No. 45-CT/TW of the Politburo on leading the election of deputies to the 15th National Assembly and the election of People's Councils at all levels for the 2021-2026 term.

The conference clarified the achievements, limitations, weaknesses, causes, especially subjective causes in the first 6 months of the year and lessons learned; at the same time, shared good practices and valuable experiences.

According to the assessment of the Central Organizing Committee, Nghe An is one of the localities with many creative ways to promptly and synchronously deploy the preparation and organization of Party congresses at all levels in localities, agencies and units, achieving positive results.

According to the report of 67/67 Party Committees directly under the Central Committee, as of June 20, 2020, 94% of grassroots Party organizations held congresses; by June 30, 2020, 99.75% completed congresses within the prescribed time. The entire Party has 1,665 grassroots Party Committees directly electing secretaries at congresses.

As of June 20, 2020, nationwide, 85 congresses at the grassroots level were held, including 54 model congresses and 33 congresses directly electing the secretary.

In carrying out the work of reviewing, evaluating and classifying the quality of Party organizations, Party members, cadres, civil servants and public employees in 2019, the province also added evaluation criteria and classification standards in the direction of increasing quantitatively and reducing qualitatively, taking the results of performing specific tasks and products as the main measure to evaluate and classify collectives and individuals, linking the classification results of the leader with the classification level of the collective under his/her leadership; requiring collectives and individuals to register a number of mandatory indicators and contents from the beginning of the year, considering it a condition for evaluation and classification in the year-end review period.

The Central Organizing Committee also recognized Nghe An in implementing 8 tasks, solutions, 2 focuses, 5 breakthroughs set out by Resolution 26-NQ/TW at the 7th Central Conference (term XII), associated with advising on the preparation of Party congresses at all levels towards the 13th National Party Congress and the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, such as: Promoting the assignment and decentralization of cadre management and creating sources for planning, training and fostering cadres;...

PERFORMING WELL THE PERSONNEL WORK OF THE NEW PARTY COMMITTEE

Concluding the conference, comrade Pham Minh Chinh - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee suggested that the whole sector should be more proactive and active in staff work according to functions and tasks; arrange and assign personnel carefully, seriously, with the right person for the right job; do a good job of ideological work and policies for retired cadres, early retirees...

Party committees and party secretaries need to grasp the situation, find out the causes and resolutely handle problems arising at the grassroots level. The spirit is that in performing tasks, the more difficult and complicated they are, the more determined they are, the greater their efforts, the more methodical, determined and resolute they are. In work, democracy must be promoted, the strength and intelligence of the collective must be mobilized, and decisions must be made by majority vote.

Comrade Pham Minh Chinh suggested focusing on successfully implementing Party congresses at all levels. Accordingly, we must always be alert and vigilant against plots to sabotage the congresses; have guidelines to organize comments on Party congress documents at all levels, especially focusing on issues with different opinions, difficult issues, and new issues.

Carry out well the personnel work of the new Party Committee with the spirit of democracy, openness, transparency, impartiality, and objectivity; do not leave out virtuous and talented cadres; at the same time, neutralize the practice of seeking positions and power; do not let unqualified cadres enter the Party Committee.

To carry out the above tasks well, the Head of the Central Organization Committee suggested that, first of all, the Party Committee's leadership must demonstrate a high level of combativeness, solidarity, criticism and self-criticism, especially comrades in the Standing Committee and the Party Committee's Standing Committee must be highly united and unified.
