(Baonghean.vn) - This is the information given at the working session between the Supervisory Delegation of Nghe An National Assembly Delegation and the Provincial People's Committee on the arrangement of administrative units.

On the morning of December 30, the National Assembly Delegation of Nghe An province worked with the Provincial People's Committee on the supervision of the topic "Implementation of Resolutions of the National Assembly Standing Committee on the arrangement of administrative units (ADUs) at district and commune levels in the period 2019 - 2021".

PROBLEM OF ARRANGEMENT AND DEPLOYMENT OF SURPLUS CIVIL SERVANTS AND STAFF

Before the rearrangement, Nghe An province had 480 communes, wards and towns (431 communes, 32 wards and 17 towns). After the rearrangement, there are 460 communes, wards and towns left (411 communes, 32 wards and 17 towns).

Specifically, the whole province has 39 administrative units at the commune level to be arranged (merged, adjusted, encouraged, adjacent) with 19 remaining administrative units, a decrease of 20 administrative units; of which 16 administrative units are subject to arrangement in phase 1; 4 administrative units are subject to encouraged arrangement; 19 adjacent administrative units are related to the arrangement of administrative units at the commune level.

Before working with the Provincial People's Committee, the Provincial National Assembly Delegation conducted supervision at the merged communes, worked directly with Que Phong, Hung Nguyen, Nam Dan, Nghia Dan districts; supervised through reports with Tuong Duong, Dien Chau, Nghi Loc, Thanh Chuong districts, and Thai Hoa town.

Based on direct and indirect supervision and through studying the report of the Provincial People's Committee, the National Assembly Delegation assessed that up to now, the new commune-level administrative units have come into operation, the socio-economic situation and political security have been stable and have had positive changes.

However, through monitoring, there were some issues and at the meeting, the Delegation requested the Provincial People's Committee to clarify further related contents such as: UpcomingArrange cadres, civil servants, public employees, and non-professional workers, because there are still 196 surplus cadres and civil servants after the merger.

The arrangement of civil servant positions in some units is not reasonable, mainly concentrated in newly merged communes, with local surplus and shortage. Some positions have many people, from 4 to 6 people/commune, such as Office - Statistics; Justice - Civil Status; Finance - Accounting; Culture, while there is a lack of positions in Land Administration - Construction.

Through monitoring, the locality also reflected that after the merger, some redundant Chairmen of the Veterans Association of the commune were not resolved with support policies after the merger of the administrative unit.

The handling of public assets after the merger in some localities is also unclear. The issue of measuring, marking, determining administrative boundaries on the ground and creating administrative boundary maps after the arrangement is pending implementation under Project 513.

Most localities after the merger reported difficulties in management and household registration, lack of database and requested the Provincial People's Committee to pay attention to providing software for management and household registration for the units. The Monitoring Team also requested clarification on whether to continue to arrange administrative units for 14/39 units that did not meet the standards after the recent arrangement or not?

REVIEW, HAVE A THOROUGH PLAN

After the leaders of some relevant departments and branches discussed and clarified the contents raised by the Supervisory Delegation, Vice Chairman of Nghe An Provincial People's Committee Bui Dinh Long spoke about this content. In particular, regarding the plan to arrange and assign redundant officials and civil servants, he suggested that there should be a comprehensive plan from the Government; at the same time, the National Assembly, the Government, and the Ministry of Home Affairs should study and consider amending the regulations on recruiting civil servants without examination.

Concluding the meeting, Deputy Head of the National Assembly Delegation of Nghe An Province Thai Thi An Chung stated that although the implementation of the arrangement of communal-level administrative units was carried out in a short time, the Provincial People's Committee actively advised the Standing Committee of the Provincial Party Committee to lead and direct; at the same time, the Provincial People's Committee directed localities to organize the implementation methodically, firmly and scientifically.

Based on the analysis of the achieved results and the proposed contents, on behalf of the Supervisory Delegation, comrade Thai Thi An Chung proposed that the Provincial People's Committee continue to direct and promote propaganda work to raise awareness for all levels, sectors, localities and cadres and civil servants about the meaning and importance of the arrangement of administrative units according to Resolution No. 37 of the Politburo.

Along with that, develop a plan to direct People's Committees at all levels, especially district level, to review the redundant staff and civil servants to have a thorough solution, while paying attention to the regimes and policies according to current regulations.

The Deputy Head of the Provincial Delegation of National Assembly Deputies also requested the Provincial People's Committee to direct specialized agencies to review and guide units to develop plans, complete documents and procedures related to the issue of handling surplus assets after the merger; at the same time, pay attention to directing the management of the budget and public assets before and after the arrangement of administrative units to promote efficiency and avoid waste; on the other hand, mobilize resources to provide additional specific support for units after the merger to ensure better working conditions and facilities.

The head of the monitoring delegation also requested the Provincial People's Committee to direct the Department of Justice to coordinate with the Provincial Police and relevant units to pay attention to completing the conversion of documents for citizens when they have a need.

Pay attention to reviewing plans, approving planning adjustments, completing cadastral maps to soon have administrative maps of the new units after the arrangement; increase the application of information technology, reform administrative procedures to better address the needs of citizens in the merged localities.

Faced with the reality that the number of commune-level administrative units in the province that have not yet met standards is still quite large, the Supervisory Delegation suggested that the province needs to be proactive early, carefully calculating the plans so that if there is a policy of arrangement in the future, the implementation will be more proactive and effective.

After this meeting, the Provincial Delegation of National Assembly Deputies will synthesize relevant information, especially recommendations from the province and related localities to complete the report to submit to the National Assembly Standing Committee.
