(Baonghean.vn) - The Department of Education and Training has just issued guidelines on revenue and expenditure management for the 2023-2024 school year at public educational institutions in Nghe An province.
According to the guidance of the Department of Education and Training, implementing the guidance documents of the Ministry of Education and Training, of the Provincial People's Committee, the implementation of revenues in this school year includes: revenues according to regulations, revenues from services serving and supporting the school's educational activities and voluntary revenues and expenditures.

Specifically:
The prescribed fees include: Tuition, Health Insurance and bicycle parking service fees.
About tuition:Accordingly, in this school year, public preschool and general education institutions that have not yet self-sufficiently covered regular expenses will have to temporarily collecttuitionThe 2023-2024 school year is the same as the 2021-2022 school year, as issued by the Provincial People's Council. Tuition fees will be divided into 4 regions and will be different for each region and each level of education. In particular, preschool education ranges from 45,000 VND to 280,000 VND, junior high school education ranges from 35,000 VND to 130,000 VND, high school education and supplementary education ranges from 45,000 VND to 230,000 VND.
Collection of health insurance and bicycle parking services is carried out according to regulations.

Revenue from services to support the school's educational activitiesincluding:
Teaching 2 sessions/day or extra teaching, extra learning at junior high school, high school, high school supplementary education and high schools piloting high-quality key schools.
Collection level:
+ High school and supplementary high school level does not exceed 10,000 VND/student/teaching period;
+ High schools piloting high-quality key schools must not exceed 20,000 VND/student/teaching period.
Revenue to organizeBoarding positions in educational institutions include:Student meal expenses; Paying for cooks and boarding costs; Supporting managers, teachers, and staff on duty at noon; Material costs; Fixed asset depreciation costs; Purchasing shared items and personal items for boarding students and other costs (if any).
In addition, there are costs for childcare and education in public educational institutions on holidays and summer days. Maximum fee: 60,000 VND/student/day.
Revenues to be madeEnhanced educational programs and activities:
+ Collection to implement programs such as teaching enhancement, IT teaching enhancement program, subject-specific capacity development, Math and Science teaching program in English; STEM education program...; Soft skills education program, life skills education; Sports talent development program (swimming, soccer, basketball, table tennis, badminton,...), artistic talent development (music, fine arts...); maximum collection level of 25,000 VND/student/teaching period.
+ Fees for intensive foreign language teaching (no more than 20 students/class). In which, the teacher is Vietnamese, maximum fee: 40,000 VND/student/teaching period;
+Foreign teachers, maximum fee: 50,000 VND/student/lesson;
+ Native teachers, maximum fee: 60,000 VND/student/lesson.

- Badges, student cards: Maximum fee is 15,000 VND/student/school year;
- Electronic contact book, smart attendance card (integrated with electronic grade book and electronic report card): Maximum collection level is 100,000 VND/student/school year;
- Electronic child tracking book (for preschool children), maximum fee is 40,000 VND/student/school year;
- Study materials for exams and tests:
+ Photocopying periodic test papers: maximum fee of 60,000 VND/student/school year;
+ Organize mock exams for final year students: maximum fee is 50,000 VND/student/exam subject.
Voluntary revenues and expenditures include:
Funding for educational institutions.According to regulations, sponsorship must ensure the principles of voluntariness, publicity, transparency, schools must not force, must not stipulate an average sponsorship level, must not stipulate a minimum sponsorship level, must absolutely not assign fundraising targets to each class (or each homeroom teacher), must not take advantage of education sponsorship to force contributions and must not consider fundraising as a condition for providing educational and training services (or a condition for evaluating and ranking in competition).

Collecting operating expenses of the Parents' Representative Board and the Youth Union and Pioneer Fund:
In particular, regarding the operating budget of the Parents' Representative Board, regarding the collection principle: The Head of the Parents' Representative Board of the class presides over and coordinates with the homeroom teacher to plan the spending plan of the supported and sponsored funds and only use them after all members of the Parents' Representative Board of the class have agreed.
The collection and expenditure of funds by the Parents' Representative Board must ensure the principles of publicity and democracy; after spending, the financial settlement must be publicly reported at the class-wide meetings of parents and the school-wide meetings of the Parents' Representative Board./.
