The province, which has the largest land area in the country, aims to have 45 urban areas by 2030, including 3 cities and 2 towns.

Specifically, according to the Nghe An Provincial Urban Development Program, the province aims to have 1 Type I urban area (expanded Vinh City), 2 Type III urban areas (Hoang Mai City and Thai Hoa City), 2 Type IV/III urban areas (Dien Chau town and Do Luong town), 15 district towns and 25 sub-regional towns within districts by 2030.

Nghe An emphasizes three key perspectives for developing the province's urban system:

Developing a sustainable urban system based on a network, with rational distribution among 7 development zones (according to the Nghe An Provincial Planning Orientation for the period 2021-2030, with a vision to 2050, approved by the Prime Minister), ensuring synchronicity, unity, linkage, and balance between the internal and external regions, closely connecting Nghe An province with the North Central provinces, especially the central urban areas of the region with other urban areas in the region.

The plan involves gradually expanding the development space of key urban areas and regional cities, connecting the entire provincial urban network with a synchronous, complete, self-contained, and interconnected infrastructure system. In this plan, the expanded Vinh city will serve as the central core urban area and a crucial growth pole for the province, closely linked with other core regional and sub-regional centers (Hoang Mai, Thai Hoa, Dien Chau, Do Luong, Quy Hop, Con Cuong) to form a "backbone" to spread, guide, and support the development of the entire provincial urban system in a cohesive, sustainable, and multi-dimensional manner.

Developing integrated urban areas of reasonable scale (area, population) in a modern, distinctive direction, rich in the identity of Nghe An province, promoting characteristic cultural elements, pioneering and leading innovative activities, becoming a driving force for development and in line with the model of green, smart cities, adapting to climate change, preventing and mitigating natural disasters and epidemics.

The projects and solutions using the allocated funds are prioritized for investment in the following order:

Group 1:Complete the general planning, urban development programs, and urban upgrading projects. In particular, prioritize completion in the 7 central urban areas of the region (Vinh, Hoang Mai, Thai Hoa, Do Luong, Dien Chau, Con Cuong, Quy Hop) and support the western mountainous localities (Tuong Duong, Ky Son, Con Cuong, Quy Chau, Que Phong) in completing their tasks.

Group 2:Priority should be given to investing in projects that develop key infrastructure systems and technical infrastructure hubs capable of addressing the weak or deficient standards of cities in each stage.

Group 3:Complete the framework projects for social infrastructure.

The People's Council of Nghe An province has just passed a Resolution on giving opinions on the approval of the Urban Development Program of Nghe An province until 2030, with a vision to 2050. Based on that, the People's Committee of Nghe An province will issue a decision approving the Urban Development Program of Nghe An province until 2030, with a vision to 2050, for implementation.
