The province with the largest area in the country strives to have 45 urban areas by 2030, including 3 cities and 2 towns.

Specifically, according to the Urban Development Program of Nghe An province, by 2030 the province strives to have 1 type I urban area (Vinh city expansion), 2 type III urban areas (Hoang Mai city and Thai Hoa city), 2 type IV/III urban areas (Dien Chau town and Do Luong town), 15 district towns and 25 sub-regional towns in the district.

Nghe An emphasizes 3 viewpoints on developing the urban system of the whole province including:

Developing a sustainable urban system according to the network, reasonably distributed among 7 development sub-regions (according to the planning orientation of Nghe An province for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister), ensuring synchronization, unity, connection, and balance between the intra-region and extra-region, closely linking Nghe An province with the North Central provinces, especially the central urban areas of the region with urban areas in the region.

Gradually expand the development space of key urban areas and regional urban areas, connecting the urban network of the whole province with a synchronous, complete, closed and interconnected infrastructure system. In which, take the expanded Vinh urban area as the central core urban area, an important growth pole of the province, closely linked with the core urban areas of the region and sub-regional centers (Hoang Mai, Thai Hoa, Dien Chau, Do Luong, Quy Hop, Con Cuong) to form a "backbone" to spread, lead and support the development of the urban system of the whole province closely, sustainably and multi-dimensionally.

Developing urban areas with comprehensive functions and reasonable scale (area, population) in a modern, unique direction, rich in Nghe An identity, promoting typical cultural elements, pioneering spirit, leading innovation activities, becoming a driving force for development and suitable for the green, smart urban model, adapting to climate change, preventing and combating natural disasters and epidemics.

Projects and solutions using capital sources are prioritized for investment in order:

Group 1:Complete the master plans, urban development programs, and urban upgrading projects. In particular, priority is given to completing the 7 central urban areas of the region (Vinh, Hoang Mai, Thai Hoa, Do Luong, Dien Chau, Con Cuong, Quy Hop) and supporting the localities in the western mountainous region (Tuong Duong, Ky Son, Con Cuong, Quy Chau, Que Phong) to complete the tasks.

Group 2:Prioritize investment in projects to develop framework infrastructure systems and technical infrastructure hubs that can overcome weak and missing standards of urban areas corresponding to each stage.

Group 3:Complete social infrastructure framework projects.

The People's Council of Nghe An province has just passed a Resolution on giving opinions on the Urban Development Program of Nghe An province to 2030, with a vision to 2050. On that basis, the People's Committee of Nghe An province will issue a decision approving the Urban Development Program of Nghe An province to 2030, with a vision to 2050 for implementation.
