(Baonghean.vn) - Nghe An Provincial People's Committee has just issued a document on building harmonious and stable labor relations in enterprises, in order to minimize labor disputes leading to strikes.

On February 21, Nghe An Provincial People's Committee issued a document on building harmonious and stable labor relations in enterprises.

This move took place in the context of a number of recent strikes in Nghe An province that did not follow the procedures prescribed by law, involving large crowds, affecting the jobs and lives of workers and the production and business situation of enterprises.

In order to build harmonious, stable and progressive labor relations in enterprises, ensure the legitimate rights and interests of the parties; minimize the occurrence of labor disputes leading to strikes, the Provincial People's Committee requests relevant departments, branches and sectors, based on the functions and tasks specifically assigned in Plan No. 233/KH-UBND dated May 5, 2020 of the Provincial People's Committee to implement Plan No. 227-KH/TU dated February 17, 2020 of the Provincial Party Standing Committee on strengthening leadership and direction to build harmonious, stable and progressive labor relations in the new situation and Decision No. 29/2001/QD-UBND dated September 22, 2021 of the Provincial People's Committee promulgating regulations on coordination in resolving strikes that do not follow the order and procedures prescribed by law in the province to proactively and effectively implement.

The Provincial People's Committee also assigned tasks to each department and branch. In particular, the Department of Labor - Invalids and Social Affairs is responsible for presiding over and coordinating with relevant departments, branches, and branches, and the People's Committees of districts, cities, and towns to strengthen the propaganda, dissemination, and guidance on the effective implementation of the Labor Code, the Law on Social Insurance, the Law on Occupational Safety and Hygiene, and guiding documents for implementation to change the awareness and sense of law compliance of employees and employers in the province.

At the same time, it is necessary to strengthen the inspection and examination of compliance with labor laws, focusing on violations that often lead to disputes; strictly handle violations related to the legitimate rights and interests of workers. Regularly monitor and promptly resolve problems and conflicts arising in labor relations, not allowing labor disputes to prolong and lead to strikes.

The Provincial People's Committee assigned the Provincial Police to preside over and coordinate with relevant agencies to regularly monitor the security and order situation of units and enterprises, especially enterprises with many workers and enterprises with foreign elements. At the same time, proactively deploy measures to prevent, detect, combat and stop signs of activities that collude, entice and incite workers to strike or stop work in violation of regulations, causing complications in security and order.

Meanwhile, the Management Board of the Southeast Economic Zone; People's Committees of districts, cities and towns are required to strengthen the propaganda, dissemination and education of policies and legal regulations in the Labor Code, the Law on Social Insurance, the Law on Occupational Safety and Hygiene... and documents guiding their implementation. In particular, priority is given to contents directly related to the rights, obligations and responsibilities of employers and employees in enterprises.

Proactively grasp the situation and promptly resolve problems and conflicts arising in labor relations, do not let labor disputes drag on leading to strikes; proactively resolve collective labor disputes occurring in the area according to the provisions of law. Coordinate with trade unions at the same level to promote the establishment of grassroots trade unions in enterprises to protect the legitimate rights and interests of workers. Strengthen inspection and examination of compliance with labor laws, focusing on violations that often cause disputes such as: wages, allowances, salary increases, labor standards, working hours, rest hours, labor safety and hygiene, etc. At the same time, strictly handle enterprises that violate the provisions of law.

The Provincial People's Committee also requested the Provincial Federation of Labor to direct grassroots trade unions to perform the function of representing trade unions in dialogue, negotiation, and settlement of labor disputes, protecting the legitimate and legal rights and interests of workers. Timely coordinate with relevant departments, branches, and sectors; People's Committees of districts, cities, and towns to support the settlement of labor disputes and strikes to ensure security, politics, and social order. Guide and direct grassroots trade unions to grasp legal regulations, regularly exchange and dialogue with workers and laborers, promptly grasp and forecast the ideological situation, and orient public opinion, especially in enterprises with a large number of workers to support and resolve existing shortcomings in order to build harmonious, stable, and progressive labor relations in enterprises, and limit labor disputes leading to strikes.

Units and enterprises in the province are responsible for implementing well the provisions of labor law, wages, social insurance, trade unions, etc. to build harmonious, stable and progressive labor relations in enterprises. Limit the occurrence of prolonged collective labor disputes leading to strikes. Regularly dialogue with employees and labor representative organizations to enhance understanding, cooperation, and work towards mutually beneficial solutions. In particular, focus on contents such as: Salary, allowances, salary increases, bonuses, meals and other regimes; labor levels, working hours, rest hours, overtime, breaks between shifts; ensuring occupational safety and hygiene...

At the same time, it is necessary to support and create conditions for the establishment of grassroots trade unions, operating in accordance with the provisions of law and regulations; Take care to improve the material and spiritual life of workers, proactively resolve labor disputes at the enterprise when they arise in accordance with the provisions of law. For units and enterprises operating with high efficiency, it is necessary to study and support additional policies to improve the quality of life for workers./.
