(Baonghean) - On the afternoon of February 17, the Provincial People's Committee held a meeting to give opinions on the Plan to implement the network planning of Drug Rehabilitation Facilities until 2020, with a vision to 2030 according to Decision 1640 of the Government.

Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the conference. Attending were leaders of departments, branches, districts and cities: Vinh City, Tuong Duong and Ky Son.

Currently, there are 8 facilities in the province performing compulsory drug addiction treatment functions, and according to Decision 1640 of the Government on the network of drug addiction treatment facilities by 2020, with a vision to 2030, it will be reduced to 2 facilities.

Accordingly, some facilities will merge and convert the remaining rehabilitation facilities into voluntary rehabilitation facilities. After conversion and merger, the standards of these facilities must meet the following conditions: facilities, equipment, and human resources to effectively carry out drug rehabilitation work.

In addition, 100% of officials, civil servants and employees working at drug rehabilitation facilities must meet the standards prescribed for expertise and drug addiction treatment. In addition, the Draft Plan also provides solutions to gradually reduce the rate of drug addicts subject to compulsory drug rehabilitation measures.

However, given the current situation of drug addicts in Nghe An still at a high level (nearly 7,000 people), drug addicts are mainly forced to enter drug rehabilitation centers, many delegates said that if drug addicts cannot be brought to drug rehabilitation centers, many social problems will arise, seriously affecting security and order, especially in areas with many drug addicts such as Vinh City, Tuong Duong... Therefore, the province needs to ask for a mechanism to maintain one more compulsory drug rehabilitation facility.

Concluding the meeting, Mr. Le Xuan Dai - Vice Chairman of the Provincial People's Committee noted: Due to the large number of drug addicts in the province. While the application of sanctions to send drug addicts to compulsory drug rehabilitation is still problematic, the number of people receiving rehabilitation is not high. To suit the reality, Nghe An province submitted to the Government for permission from now until 2020 to maintain 3 compulsory drug rehabilitation facilities including: Nghi Loc, Tuong Duong and Nghia Dan (1 facility more than the Government's regulation).

As for the remaining facilities, management must be carried out in accordance with the provisions of Decision 1640 of the Prime Minister on the planning of the network of drug rehabilitation facilities until 2020. At the same time, local departments and branches need to strengthen management, promptly send drug addicts to compulsory rehabilitation facilities; support drug addicts to detoxify at voluntary facilities, families, communities and treat addiction to addictive substances with Methadone replacement drugs.

As of September 30, 2016, the whole province had 6,989 drug addicts with management records, of which: 5,683 addicts were present in the community; 862 addicts were undergoing drug rehabilitation at centers and 444 addicts were being rehabilitated in prisons; 21/21 districts, cities, towns and 346/480 communes, wards and towns had drug addicts.
