Nghe An: Proposal to support poor households to develop agricultural production in 6 areas with a maximum of 15 million VND per project
(Baonghean.vn) - This is one of the contents of the draft Resolution regulating the content and level of support for agricultural production development under the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 in Nghe An province, which was examined by the Culture - Social Committee, Nghe An Provincial People's Council on the morning of November 6. Comrade Chu Duc Thai - Head of the Culture - Social Committee, Provincial People's Council chaired.

According to the draft Resolution, the proposed maximum support level for developing production linkages along the value chain is not to exceed 80% of the total cost of implementing a project or linkage plan in a particularly difficult area; not to exceed 70% of the total cost of implementing a project or linkage plan in a difficult area; not to exceed 50% of the total cost of implementing a project or linkage plan in another area within the investment scope of national target programs. The maximum support level for implementing a project is 5 billion VND.
Support for community production development is proposed to support a maximum of no more than 95% of the total cost of implementing a project in a particularly difficult area; no more than 80% of the total cost of implementing a project in a difficult area; no more than 60% of the total cost of implementing a project in other areas within the scope of investment in national target programs. The maximum support level for implementing a project is 5 billion VND.

In addition, support for production development according to the proposed task will support the cost of implementing a project with a maximum of 3 billion VND. The order recipient, households, and communities participating in the project are encouraged to make corresponding contributions (in money, working days, or in kind).
The draft Resolution also provides regulationssupport agricultural production development in various fields(cultivation, animal husbandry, forestry, fishing, aquaculture, salt production): maximum for poor households is 15 million VND/household/project; near-poor households is 14 million VND/household/project; newly escaped poverty households, households with disabled people (without stable livelihood) is 13 million VND/household/project. People living in poor districts, especially disadvantaged communes in coastal and alluvial areas who are not among the above-mentioned subjects are supported with a maximum of 8 million VND/household/project.
At the meeting, delegates suggested that the drafting unit clarify a number of related contents, especially the persuasiveness of data to provide this support level; estimate the total amount to be spent to implement the policy in each year or the whole period;...

Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh requested to clarify the arguments, authority, and basis for issuing the new Resolution; at the same time, it is necessary to more clearly assess the results of implementing Resolution No. 17 of the Provincial People's Council stipulating a number of levels of public expenditure from the State budget to implement the national target of sustainable poverty reduction in the 2016-2020 period (Resolution No. 17); explain the reason why the support level for the 2021-2025 period remains unchanged compared to the previous period.
Based on the analysis of the sustainability of the production support models that have been implemented and have limitations, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi suggested that in this draft Resolution, the drafting agency should pay attention to adding provisions on output support for products, to ensure sustainable models when the project is completed.

Based on the opinions, representatives of the Department of Agriculture and Rural Development and a number of related departments have given specific explanations. Concluding this content, Head of the Culture - Social Committee of the Provincial People's Council Chu Duc Thai agreed on the viewpoint of building and submitting to the 10th Session of the 18th Nghe An Provincial People's Council for consideration and promulgation of a Resolution regulating the content and level of support for agricultural production development under the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 in Nghe An.
The Head of the Culture - Social Committee of the Provincial People's Council requested the Department of Agriculture and Rural Development and the Provincial People's Committee to receive the opinions of the delegates to complete the draft Resolution and related documents; especially to have a report assessing the implementation results of Resolution No. 17 of the Provincial People's Council with full data, support levels, and support results; thereby clarifying the basis for proposing support levels for the period 2021 - 2025.

From the perspective of focusing investment on poor and near-poor households with conditionssustainable poverty reductionComrade Chu Duc Thai suggested that the drafting unit should continue to review, especially taking into account the inflation factor to consider a more appropriate level of support for poor and near-poor households during this period; at the same time, especially the output support policy for agricultural products.
