(Baonghean.vn) - Speaking at the National Online Conference, Deputy Prime Minister Pham Binh Minh directed provinces and cities to promptly develop and issue plans and implement programs in the 2021 - 2025 period. Especially applying information technology and digital transformation to do a good job of propaganda to people to effectively implement the programs.

On the morning of April 21, under the chairmanship of Deputy Prime Minister Pham Binh Minh - Head of the Steering Committee for National Target Programs, the Government held a national online conference to deploy the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

At Nghe An bridge, co-chairs were comrades: Hoang Nghia Hieu - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and comrades members of the Steering Committee for National Target Programs for the period 2021 - 2025.

Nationwide, there are 5,706 communes meeting NTM standards.

After more than 10 years of implementationNational Target Program on New Rural ConstructionUp to now, the whole country has had 5,706/8,227 communes (69.4%) meeting the new rural standards, of which 663 communes have met the advanced new rural standards and 71 communes have met the model new rural standards. There are 225 district-level units in 55 provinces and centrally-run cities that have been recognized by the Prime Minister for completing their tasks/meeting the new rural standards.

The whole country has 7,463 OCOP products of 4,061 OCOP entities, achieving 3 stars or more, of which 67.6% are 3-star products, 31% are 4-star products and 1.2% are potential 5-star products; 20 products are recognized as 5-star products at the national level.

The goal by 2025 is that at least 80% of communes nationwide will meet NTM standards, of which about 40% will meet advanced NTM standards, at least 10% will meet model NTM standards, and there will be no more communes with less than 15 criteria; the average income of rural people will increase at least 1.5 times compared to 2020.

Strive to have at least 50% of districts, towns and provincial cities nationwide meet new rural standards, completing the task of building new rural areas. The rate of poor households according to multidimensional poverty standards maintains a decrease of 1.0 - 1.5%/year; the rate of poor ethnic minority households decreases by over 3.0%/year; the rate of poor households in poor districts decreases by 4 - 5%/year. 30% of poor districts, 30% of especially disadvantaged communes in coastal and island areas escape poverty and extreme poverty.

To achieve that goal, this phase implements the Program with 7 projects, including: Supporting investment in developing socio-economic infrastructure for poor districts, especially disadvantaged communes in coastal and island areas; Diversifying livelihoods, developing poverty reduction models; Supporting production development, improving nutrition; Developing vocational education and sustainable employment;Housing support for about 10,000 poor and near-poor households in 74 poor districts to have safe, stable housing, able to withstand the impact of natural disasters, contributing to improving the quality of life and sustainable poverty reduction; Communication and poverty reduction information; Capacity building and monitoring and evaluation of the Program.

The poverty rate in Nghe An is still 2.74%.

Report ofNghe Anshows that, as of 2021, the whole province had 299/411 communes meeting the new rural standards (equivalent to 72.74% of the total number of communes in the whole province); 20 communes were recognized as meeting the advanced new rural standards; 02 communes were recognized as meeting the model new rural standards; 06 district-level units were recognized as completing the task of building and meeting the new rural standards; the average criteria for the whole province is 16.8 criteria/commune.

Nghe An strives to have at least 337 communes meeting NTM standards by 2025, equivalent to 82% of the total number of communes in the province (of which 135 communes meet advanced NTM standards; 34 communes meet model NTM standards). On average, 17.31 criteria are met per commune. Average income by 2025 will increase 1.7 times compared to 2020. There are 200 extremely disadvantaged villages, hamlets, and villages in communes in region III and border communes meeting NTM standards according to the set of criteria; there are 800 NTM standard gardens meeting standards according to the set of criteria.

The poverty rate of Nghe An province at the end of 2021 was 2.74%; the near-poor household rate was 5.09%. Every year, the ratepoor householdsMultidimensional poverty reduction is about 1-1.5% per year, of which 2-3% in mountainous areas. Strive to reduce the poverty rate in Nghe An province by the end of 2025, to a level lower than the national average.

Concluding the conference, Deputy Prime Minister Pham Binh Minh highly appreciated the efforts of ministries, branches and localities in implementing programs and achieving many great results in the fields of new rural construction and hunger eradication and poverty reduction.

Regarding the tasks for 2022, the Deputy Prime Minister requested ministries, branches and localities to focus on disseminating and enhancing the role and awareness of authorities at all levels and the entire political system about the National Target Programs; strengthen propaganda and training for officials and people about the purposes, requirements and orientations in organizing the implementation of the National Target Programs; thoroughly grasp and promote the implementation of the Party's policies and guidelines on building new rural areas and sustainable poverty reduction.

Provinces and cities promptly develop and issue plans and implement programs in the 2021 - 2025 period. Especially applying information technology and digital transformation to do a good job of propaganda to people to effectively implement the programs.

At this conference, the Permanent Deputy Prime Minister also assigned specific tasks to relevant ministries and branches./.
