PV:Dear Deputy Prime Minister, looking back at the past term, how do you evaluate the achievements that Nghe An has made?
Deputy Prime Minister Ho Duc Phoc:During the past term, Nghe An has achieved extremely important achievements, creating a solid foundation for future development.
Some outstanding indicators: Economic growth rate reached 8.3% - 8.5%/year, higher than the national average; economic scale was 1.7 times larger than the previous term; total social investment capital was estimated at about 500,000 billion VND; state budget revenue reached the set target, 1.7 times larger, development investment expenditure was 1.43 times larger than the previous term; investment was strongly, quickly and of high quality, with a total registered capital of 4.8 billion USD, 4.5 times larger than the previous term.
Rapidly developing infrastructure system: Deep-water seaports, highways, provincial roads and traffic networks are invested synchronously; airports, hospitals, schools and cultural works are built modernly to meet development needs.
The fields of culture, education, health, tourism, and new rural construction have all made remarkable progress. Poverty reduction has achieved rapid results; average income of workers has increased; social order and safety have been maintained, social evils have decreased; and people's lives have been constantly improved.
This is an outstanding, comprehensive and remarkable achievement, an important foundation for Nghe An to confidently enter a new era of development, realizing the aspiration of becoming the country's growth pole.
PV:According to the Deputy Prime Minister, what is the change that has helped Nghe An change dramatically compared to 5 years ago?
Deputy Prime Minister Ho Duc Phoc:Looking at the economic structure, we see Nghe An is striving to create new miracles, signaling a period of development in the coming term.
It must be said that: Nghe An receives attention and help from the Central Government, has a special mechanism, has a guiding resolution, and is supported, assisted, and cared for by the provinces with the affection that it is the homeland of beloved Uncle Ho.
The Party is united and strong, the cadres and people are united, creative and enthusiastic for a rich and strong province. High-tech industry, processing and manufacturing industry have been and are the driving force for the development of the province's economy; Strong structural transformation with industry, technology, information technology, digital transformation, and innovation playing a breakthrough role. Good mechanisms and policies, strong investment attraction, infrastructure, and good human resources make logistics a destination for domestic and foreign investors.
A quality education system, modern healthcare network, developed banking, culture and tourism. Good social security, abundant human resources with the desire for innovation are creating a new turning point for Nghe An to develop.
Nghe An is gradually asserting itself as the economic, educational, medical and cultural center of the North Central region.
PV:Dear Deputy Prime Minister, some experts say that Nghe An's growth is fast but not sustainable. What is your assessment?
Deputy Prime Minister Ho Duc Phoc:People often say: “Long distance is the only way to know a good horse”. Rapid and sustainable growth is the extremely important dual goal that Nghe An needs to resolutely achieve.
Rapid growth means expanding scale, output, quantity and value. Sustainable growth is ensuring long-term, sustainable maintenance, reflecting the quality of growth. To grow rapidly, Nghe An must transform its development model from a traditional one that relies mainly on capital, resources and minerals, to a model based on technology, labor productivity, innovation, green economy, digital economy and circular economy.
To achieve rapid growth, it is necessary to focus on technology, capital, and market expansion. To achieve sustainable growth, it is necessary to promote high technology, save energy, improve productivity, create high-quality, highly competitive products, develop human resources, innovate, and manage effectively.
In attracting investment, the province needs to select high-tech, environmentally friendly projects with strong financial potential. Each enterprise needs to increase the application of advanced technology, promote innovation, digital transformation, and build a team of skilled human resources to create products with outstanding competitiveness.
At the same time, Nghe An must strongly reform administrative procedures, invest in modern infrastructure, train high-quality human resources, and create a safe, transparent, and favorable investment environment for development.
With the synchronous application of drastic and effective leadership and direction solutions, the province will certainly develop rapidly and sustainably in the coming time, worthy of its position as a growth pole of the country.
PV:This congress aims to turn Nghe An into a national growth pole. What does this mean, according to the Deputy Prime Minister?
Deputy Prime Minister Ho Duc Phoc:That demonstrates the goals, aspirations and determination of the provincial Party Committee and that goal can be completely achieved in the next 5 years. Nghe An has great potential, large land, abundant human resources, a land of studiousness, rich in indomitable revolutionary tradition; Nghe An has many favorable factors: deep-water port, international airport, many national highways, railways passing through, industrial zones, abundant raw materials and minerals and many other favorable factors for Nghe An to have enough position and strength to rise up to become a growth pole and center of the North Central region.
PV:To achieve the goal of becoming a national growth pole, what does Nghe An need to do to make a breakthrough, Deputy Prime Minister?
Deputy Prime Minister Ho Duc Phoc:Nghe An has full potential, advantages and strategic position to become the growth pole of the country, the economic center of the North Central region. To achieve that goal, Nghe An must implement synchronous solutions in a drastic and persistent manner, with the highest effort of the entire Party and the entire people in unison. In my opinion, there are 5 pillars that Nghe An needs to focus on implementing:
Pillar 1: Infrastructure and regional connectivity:Quickly build and modernize the Vientiane - Thanh Thuy expressway, the North - South expressway, high-speed railway and national highways to create a space for connecting economic regions. Expand Vinh International Airport with a modern runway and terminal system; build a deep-water seaport, river port, and modern inland seaport; at the same time, develop digital infrastructure for data centers, 5G, AI, and blockchain. At the same time, it is necessary to synchronously invest in modern energy, education, health, culture, and training infrastructure.

Pillar 2: Development of high-tech industry:Identifying the development of high-tech industry, manufacturing - processing, chip production and renewable energy as key tasks. Therefore, it is necessary to prepare good infrastructure and mechanisms, strongly encourage investment, at the same time, focus on environmental protection and sustainable development.
Pillar 3: Development of high-tech agriculture:Promote high-tech agriculture, improve productivity, and deep processing to create high-quality, highly competitive products (livestock, cultivation, and aquaculture associated with processing). Nghe An has large, diverse, fertile land, favorable for agricultural development associated with building agricultural product brands and stable export markets.
Pillar 4: Developing high-quality human resources:As a land of learning with abundant and high-quality human resources, Nghe An has special advantages to develop education and training; at the same time, providing and attracting human resources and talents, closely linked with major training centers at home and abroad.
Pillar 5: Development of modern services and trade:Strongly develop banking, tourism, and trade services, form high-quality medical examination and treatment centers, and cultural centers for the North Central region as well as Laos, while promoting digital transformation and e-commerce.
PV:To be worthy of its historical position and the trust of the whole country, what direction does the Government have to help Nghe An achieve this breakthrough development goal?
Deputy Prime Minister Ho Duc Phoc:Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An by 2030, with a vision to 2045, clearly stated: “By 2030, Nghe An will become a fairly developed province in the country, with a fast and sustainable growth rate, imbued with the cultural identity of Vietnam and Nghe An, and the center of the North Central region in the fields of trade, logistics, healthcare, education - training, science - technology, industry and high-tech agriculture…”.
The Government has approved the Nghe An Provincial Planning for the 2021-2030 period, with a vision to 2045, along with specialized strategies on tourism, marine economy, agriculture - rural areas, etc., clearly defining key development orientations.
The National Assembly also issued specific Resolutions No. 36/2021, 37/2021 and 137/2024 on specific mechanisms and policies to create strong momentum for Nghe An's development.
Thus, the development orientation and the system of mechanisms and policies are very complete. The decisive issue now is to organize the implementation in a truly drastic, synchronous and effective manner, improve the management capacity, strongly mobilize social resources and strengthen the monitoring of the implementation process, turning the will and resolutions into vivid reality in each project, each project, each step of economic and social life.
This is a political responsibility, a command of life, requiring the entire Party, government, business community and people of Nghe An to participate with the highest determination, to soon make the province's development aspirations become reality.
PVOn the eve of the Congress of a new term, of a new era, as a son of the homeland, what message will the Deputy Prime Minister send to the cadres and party members of his homeland?
Deputy Prime Minister Ho Duc Phoc:I always expect Nghe An to develop rapidly, firmly affirming its position in the new era. Our ancestors have built a glorious and proud tradition of a revolutionary and studious land; resilient, brave and honest people. Today, in the era of national development, we must not only preserve and promote that tradition but also build the name of Nghe An as a rich, civilized country, with people who study well, get rich legitimately and are rich in creativity.
To achieve this goal, we must have great determination, great efforts of the entire political system and consensus of the people; change the old way of thinking and doing to concentrate spirit and strength to achieve the noble goal, so that everyone admires the culture and people of Nghe An who, in any circumstance, always rise up indomitably, win, and contribute to the development of the country and homeland.
