Reviewing the draft resolution on culture and society to be submitted to the next session of the People's Council of Nghe An province
On the afternoon of June 21, the Culture - Social Affairs Committee of the Provincial People's Council held a meeting to review draft resolutions in the field of culture and society submitted to the Nghe An Provincial People's Council at the 21st session - the regular session in mid-2024.
Attending the meeting were comrade Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; representatives of leaders of a number of relevant departments, branches, sectors and localities.

Street names should be commensurate with the achievements of famous people.
Examining the draft Resolution on naming streets and adjusting the length of roads in Vinh city, the meeting participants agreed on the proposal of the Provincial People's Committee to submit to the Provincial People's Council for consideration at the upcoming 21st session.
However, some opinions suggested that the drafting agency review and specify the starting and ending points according to the administrative boundaries of the block and the road number to ensure accuracy and clarity; review and unify the method of confirming the road direction to ensure compliance with the provisions in Clause 3, Article 3 of Decree No. 11/2010/ND-CP dated February 24, 2010 of the Government on management and protection of road infrastructure.

In addition, it is recommended to review the scale of some routes to ensure that they are commensurate with the merits and achievements of famous people, as well as between famous people with the same merits and achievements. For example, famous people Nguyen Loi, Pham Hong Son, Ton Quang Phiet were all revolutionary activists, but were assigned to routes of unequal scale, not commensurate with their merits...
Some members also suggested considering adding the names of some famous artists from Nghe An such as Nguyen Trong Tao, Nguyen Tai Tue...; carefully reviewing to avoid duplication with the names of roads in Cua Lo town, avoiding the need for adjustments after merging Cua Lo town into Vinh city.

Examining the draft Resolution on naming streets in Quan Hanh town, Nghi Loc district, agreeing with the proposal of the Provincial People's Committee to submit to the Provincial People's Council for consideration at the upcoming 21st session, the meeting participants also requested the drafting agency to review and unify the method of determining the direction of the streets; review the scale of some streets to ensure it is commensurate with the merits and achievements of famous people; review the names of famous people to ensure accuracy.
Clarifying the ability to balance the budget to implement health policies
Also at the meeting, the Committee for Culture and Society, the Provincial People's Council also gave opinions on examining and agreed to submit to the Provincial People's Council for consideration at the 21st session two draft resolutions in the health sector, namely the Resolution promulgating the list of public career services using the state budget in the health - population sector in the province, the Resolution regulating the policy of supporting health insurance premiums and co-payments for HIV antiretroviral drugs for people infected with HIV/AIDS with health insurance cards in Nghe An province; at the same time, contributing opinions to complete the resolutions.

Regarding the Resolution on promulgating the list of public career services using the state budget in the field of health and population in the province, the meeting participants said that based on Decision 1387/QD-TTg, dated July 13, 2016 of the Prime Minister, the consultation to promulgate this Resolution was too slow. Therefore, it is requested that the drafting agency clarify the actual implementation of related contents in the past in the province when not promulgating the Resolution of the Provincial People's Council.
In addition, out of 27 services, there are 20 essential services that are covered by the State Budget. However, currently, many medical facilities in the province are autonomous units of group II, so it is necessary to clarify the regulations on budget allocation for these units as well as the calculation level of services. In addition, it is necessary to clarify the ability to balance the budget when the resolution is issued.

Regarding the Draft Resolution regulating the policy of supporting health insurance premiums and co-payments for HIV/AIDS drugs for people with HIV/AIDS who have health insurance cards in the province, it is requested that the Provincial People's Committee clearly define the implementation time of the Resolution according to Submission No. 2809/TTr-UBND, which has determined the average implementation cost for 3 years from 2024 - 2026 to be consistent with the submission as well as the time limit for applying support in the appendices of the Resolution; it is requested to clarify the inconsistency in data in the Resolution dossier, and at the same time clarify the balancing capacity of the provincial budget to ensure the feasibility of the Resolution./.
