The construction of inter-level general schools for border communes aims to create conditions for students in remote, isolated and disadvantaged areas to have more opportunities to study, develop comprehensively and ensure absolute safety.

Previously, in Notice No. 81-TB/TW of the Politburo, the investment policy for building primary and secondary boarding schools in 248 communes was agreed upon.border communemainland nationwide.

These schools will be models for further implementation on a large scale, completing the investment target of building 248 schools in the next 2-3 years. The schools invested in must ensure technical standards, scale, area of ​​the school and classrooms; have adequate facilities for studying, training in culture, spirit, physical fitness, living conditions and absolute safety.

According to the Conclusion of the Politburo, this is a key and important task in socio-economic development and implementation of ethnic policies to improve people's knowledge and human resource quality, create a source of cadres from ethnic and local people, improve the material and spiritual life of people in border areas, and contribute to strengthening national defense and security.

In Nghe An, according to statistics, the province now has 21 border communes after the merger, with 94 schools located in the area. Implementing the Politburo's Conclusion and related directives, the Department of Education and Training has evaluated, compiled statistics and submitted a list of 21 schools expected to be invested in and built.

These are all schools located in border areas, facing many difficulties, and the learning conditions of students are still limited compared to other schools. The schools were selected for implementation according to guiding criteria such as having more than 1,000 students and having enough construction area. After completion, these will be inter-level primary and secondary schools.

Specifically, these are the primary and secondary schools for ethnic minorities located in the communes of Na Ngoi, Thong Thu, Nhon Mai, Mon Son, Keng Du, Son Lam, Nam Can, Tri Le, Muong Tip, Tam Quang, Hanh Lam, Bac Ly, My Ly, Na Loi, Tam Thai, Tien Phong, Muong Xen, Chau Khe, Que Phong, Anh Son, and Kim Bang.

Initial statistics show that after construction, the total number of classes in the schools will be 1,029 (including 549 primary classes and 480 secondary classes) with more than 39,000 students and 1,736 teachers. It is expected that there will be more than 30,000 boarding students. The total investment cost for the 21 schools is more than 5,000 billion VND.

Regarding this content, on July 27, at the meeting to implement the conclusions of the Politburo, the Prime Minister requested to deploy the campaign to build 100 schools in 100 land border communes, to be completed by August 30, 2026 at the latest. After completing this phase, a preliminary review will be conducted, lessons learned while working, and the program will be gradually expanded to complete the entire program.

The Prime Minister assigned the Ministry of Education and Training to absorb opinions at the meeting, consult with ministries, branches and localities, complete the Draft Resolution of the Government on this content, submit it for promulgation before August 10, including regulations on mechanisms and policies such as flexible forms of bidding, designated bidding, work assignment, etc.

People's Committees of provinces and cities must plan and find locations with suitable areas (5-10 hectares), ensure convenient traffic, electricity, water, and telecommunications infrastructure, and call on people to donate land.

The Ministry of Construction designs school models in an open, diverse direction, suitable to the conditions and cultures of regions, localities, and construction sites, maximizing natural conditions, paying attention to the ability to respond to natural disasters, climate change, and fully functional.
