Nghe An: Adjusting the scale of Vinh - Cua Lo Avenue roadbed to 95m

(Baonghean.vn) - With the Government only allocating 1,100 billion VND from medium-term capital, the Vinh - Cua Lo boulevard project is also forced to adjust its scale compared to the original.

On the afternoon of February 7, the Provincial People's Committee held a working session to listen to and give opinions on the implementation plan of the Vinh - Cua Lo Boulevard project.

Comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

Attending were comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, along with leaders of relevant departments, branches and localities: Vinh City, Nghi Loc, Cua Lo Town.

Vinh – Cua Lo Boulevard Project (approved by the Provincial People's Committee in Decision No. 994/QD-UBND-CN dated March 3, 2010 and approved for adjustment on May 2, 2012) has a total investment of 4,157 billion VND from the state budget with a length of 10.8km, according to urban main street standards.

From 2012 to present, the project has allocated 563 billion VND, of which the State Treasury loan is 400 billion VND, the provincial budget is 163 billion VND to implement site clearance on the entire route and construct package No. 5, which is more than 3km long.

Currently, 6.4/10.8km of land has been cleared, mainly sections passing through agricultural land and have been fenced with barbed wire and concrete pillars to prevent encroachment.

Regarding construction, 3.05km of the section through Cua Lo town has been completed, reaching 46% of the volume. Of which, the first layer of asphalt concrete and sidewalks from km10 - km10+832, 0.8km long, have been completed (roadbed width 72m, road surface width 32m, median strip 22m, sidewalks on both sides 18m), the remaining section is under construction.

However, with the Government only allocating 1,100 billion VND from the medium-term capital source, the Vinh - Cua Lo Boulevard project was forced to adjust its scale compared to the original. Therefore, at the meeting, the Provincial People's Committee discussed and agreed on a plan to adjust the roadbed scale from 160m to 95m.

Comrade Nguyen Hong Ky - Director of the Department of Transport emphasized: Tight public investment has caused the Vinh - Cua Lo Boulevard project to be delayed. If it is not done soon, it will require a larger investment, losing 500 billion VND each year. Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh suggested: Although the planning is adjusted, the boundary mark of 160m should still be kept. Relevant departments and branches need to develop a 1/500 scale plan (planning land fund associated with the road), planting trees in the surrounding area, and calling for BT investment to implement phase 2. Strive to open the route by the end of 2018.

After listening to the opinions of departments, branches and localities, concluding the working session, Chairman of the Provincial People's Committee Nguyen Xuan Duong assessed that Vinh - Cua Lo Boulevard is a key project, a growth pole of the province. However, in the context of limited budget, adjusting the scale of the project is necessary, relevant departments, branches and localities need to urgently work with central ministries and branches to approve the plan adjustment policy before February 20, 2017; finalize the completed construction volume before April 15, 2017; strive to open the route and pave asphalt concrete by the end of 2018.

To speed up the progress, the Chairman of the Provincial People's Committee assigned the Department of Transport to advise the Provincial People's Committee to complete the Steering Committee and the standing team, closely coordinate with the District Land Acquisition Council to resolve difficulties and problems to speed up the progress of handing over the project's construction site; select contractors...

At the same time, the Department of Construction plans a 1/500 scale plan for both sides of the road; coordinates to adjust the planning, project site clearance, and determine resettlement locations according to people's recommendations....

The People's Committees of districts, cities and towns need to organize meetings, propagate and mobilize households subject to resettlement who do not wish to take resettlement land to find new accommodation themselves and resettle in other residential areas. Localities also need to promptly approve the budget estimates to support infrastructure construction for these households in a timely manner to minimize the scale and construction time of resettlement areas.
