Need to speed up the progress of the coastal road project from Nghi Son to Cua Lo

The coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section Km7 - Km76 is considered a key project in the province. However, up to now, the project has not been able to open to traffic, and many sections have not yet been cleared.

Key projects

The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) section from Km7-Km76 has the scale of a grade III plain road.

This project has a total investment of VND 4,651 billion, of which construction and installation costs are VND 3,202 billion; site clearance costs are VND 933.6 billion; contingency costs and other costs are VND 515.4 billion.

This is a key project, contributing to the completion of the transport network of Nghe An province in particular and the coastal road transport system of the whole country in general. The project conveniently connects key economic zones of the region from Thanh Hoa to Nghe An; connects Vissai International Seaport, Cua Lo Port, DKC Port and key tourist areas located along the coastal localities. At the same time, it creates a premise for the strong development of the socio-economic - tourism sectors of Nghe An province, especially the central areas of Vinh City and Cua Lo, directly meeting and solving the travel and movement needs of people in the region.

The project is divided into 2 packages, in which package XL01 is implemented from Km7+00 to Km48+250; package XL02 is implemented from Km48+250 to Km76+00. The entire project, in addition to the road with a surface width of 11m, has 8 bridges spanning river mouths and canals. Of which, there are 5 large bridges: Hoang Mai, Lach Quen, Cua Thoi, Lach Van, Nghi Quang and 3 small bridges: Tan Long, Nha Le canal, Nghi Tan.

This project started construction in February 2022. Up to now, the capital plan has been arranged for 4,037.6 billion VND, of which 435.9 billion VND is arranged for 2025. Currently, 3,632 billion VND has been disbursed, reaching 89.96%, of which only 30.6 billion VND has been disbursed in 2025, reaching 7.02%.

According to the assessment of Nghe An Department of Construction, in the past time, contractors have made efforts to concentrate human resources and equipment to implement the construction. Up to now, the implementation value has reached 89.2%. However, due to difficulties in site clearance and weather conditions, some items and sections of the route have not been completed on schedule.

Many bottlenecks

Although it is a key project, up to now, there are still many localities where the project passes through that have not completed site clearance to hand over to construction units.

In addition to Hoang Mai town and Dien Chau district, each locality still has 1 household that has not yet handed over the land, while Quynh Luu and Nghi Loc districts are the places with the most problems.

According to Mr. Nguyen Van Quy - Vice Chairman of Quynh Luu District People's Committee, the households that have not yet handed over the land are those who have complained and requested compensation for garden land and residential land; some households have requested to increase the property compensation price; questioned the plan to deduct land use fees and requested to hand over land to households with married children living on the same land plot...

Regarding these problems, although Quynh Luu district has mobilized and resolved complaints, households still do not agree and are continuing to complain to higher levels.

In Nghi Loc district, some households requested that the adjacent plot of land be compensated as residential land, while it was garden land or agricultural land. Some households have not signed the documents because they think the compensation price is low. There are even households that illegally built houses on agricultural land but still demand compensation. Although the province has a support mechanism, it still does not agree to hand over the land.

Mr. Nguyen Duc Tho - Vice Chairman of Nghi Loc District People's Committee said: Right from the day the project was implemented, the District's Compensation and Site Clearance Council has deployed the plan to all affected households. And all households in the area of ​​site clearance are subject to compensation according to State regulations. However, some households still have unreasonable requests when demanding higher compensation prices.

Mr. Tho also said that currently, for some households in Nghi Quang commune who have not received compensation, the district has assigned the locality to develop a plan to enforce and protect construction as soon as possible, ensuring handover according to plan.

It is known that to ensure that this project is completed on schedule, the Provincial People's Committee has repeatedly issued documents urging localities and construction units to speed up the implementation progress. Most recently, the Provincial People's Committee has directed the investor to complete the project in June 2025 and hand it over for operation in September 2025.

During an inspection of the entire route of this project on April 9, 2025, Mr. Hoang Phu Hien - Vice Chairman of the Provincial People's Committee also requested that localities need to focus on synchronous implementation, plans and solutions to thoroughly handle difficulties and problems to speed up the site clearance progress in order to hand over to the contractor.

At the same time, the Traffic Project Management Board - Department of Construction is required to direct contractors to speed up progress, review construction sites, especially intersections with inter-district and inter-commune roads, and promptly complete the system of markers, signs, etc. to ensure traffic safety and prevent unfortunate traffic incidents when the project has not been handed over for use.

In particular, this is a project to welcome the 20th Provincial Party Congress, term 2025-2030, so it is recommended that localities, units, departments and branches must resolutely take part in order to ensure proper implementation of the set plan.
