Nghe An proposes temporary plan to pay salaries to contract preschool teachers
(Baonghean.vn) - This is the solution proposed while waiting for the Provincial People's Council to issue a resolution on salary payment and benefits for preschool teachers with labor contracts.
At the end of February 2022, Nghe An Department of Finance issued document No. 527/STC - HX on temporary guidance on salary and allowance payment forpreschool teachershas a labor contract according to Decree No. 06/2018/ND-CP.
This is also the content to implement the conclusion of the Chairman of the Provincial People's Committee at the regular meeting in January 2022 to resolve salary and benefits payments for preschool teachers until new regulations are issued.

After consulting with the Department of Education and Training, the Department of Home Affairs and the Department of Justice and based on relevant documents, the Department of Finance requests localities to review and evaluate the current situation of the number of teachers in the area and labor contracts in accordance with regulations. On that basis, determine the number of preschool teachers with labor contracts within the teacher quota approved by competent authorities and receiving salaries from the budget. If there is a shortage compared to the assigned target, use the 2022 education career budget that has been assigned to pay for the number of contract workers within the missing target.
In case of the remaining number of contract preschool teachers (in addition to the quota assigned for salary from the budget), districts, cities and towns direct preschools to prioritize using the unit's career revenue for payment.
Previously, according to statistics, Nghe An province currently has more than 1,000 preschool teachers who are teachers in the category ofcontractaccording to Decree No. 06 and receive salary from the budget.
However, since the budget for teachers currently under labor contracts under this category has not been provided by the Central Government since January 2022, salary payment has encountered many difficulties because there is no guiding document. It is expected that the budget support policy for preschools to pay salaries and other benefits according to regulations for teachers under contract under Decree No. 06/2018/ND-CP of the Government will only be implemented when the Provincial People's Council issues a Resolution.
