Nghe An: 100% of applications for changing and re-issuing driving licenses will be processed online from September 5, 2025
Starting from September 5, 2025, the Traffic Police Department of Nghe An Provincial Police officially began receiving and processing online procedures for exchanging and re-issuing driver's licenses for Vietnamese citizens. This procedure only applies to people with a civil driver's license who meet all the conditions prescribed by the Ministry of Public Security.
Accordingly, citizens need to ensure that they have data in the driver's license information system of the Traffic Police Department, have valid health examination records in electronic form, a driver's license that is still valid, and have registered a level 2 electronic identification account.
Applications will be submitted online at:https://dvc-gplx.csgt.bocongan.gov.vn/.
People can choose to receive their driving license at the receiving agency or via postal service. The fee for changing the driving license is 135,000 VND when done directly at the issuing agency, while if done online, the fee is 115,000 VND.

To support people in the implementation process, the Traffic Police Department and the Police of communes and wards will arrange officers to directly guide and support citizens to submit complete documents according to regulations on the public service platform.
The implementation of handling 100% of driver's license renewal and re-issuance applications online not only contributes to modernizing the public administration but also helps reduce travel time and costs for people. We have prepared technical infrastructure and human resources to support people to access services in the most convenient and effective way.

This policy is implemented according to Document No. 5421/C08-P5 of the Traffic Police Department (Ministry of Public Security), to implement the direction of the Ministry's leaders on improving the quality of online public services throughout.
The goal is to ensure that by the end of 2025, 100% of eligible administrative procedures are provided online, while at least 80% of records are processed digitally, including procedures related to driving licenses.
