Because in reality, thanks to promoting administrative reform and simplifying the reception and processing of documents online, people and businesses no longer have to waste time traveling and waiting for their turn to do procedures and documents like before.

According to Mr. Nguyen Trong Binh - Head of Business Registration Office, Department of Planning and Investment: Since the Covid-19 epidemic broke out in early 2020 until now, thebusiness registrationAll are done online, so people or businesses can submit documents anytime, anywhere and after submitting the documents, they can track the processing of their documents via the Internet, without having to go directly to the one-stop transaction counter to submit documents as before. The pressure when interacting between people, businesses and authorities is therefore also reduced.

According to the statistics, in the first 6 months of 2021 (from January 1, 2021 to June 30, 2021), the number of newly registered enterprises in the province was 1,003, an increase of 7.985% over the same period. In addition, 484 enterprises registered to resume operations, an increase of 150.businesscompared to 2020.

It is worth mentioning that all steps from submitting the application to processing the application are done online. Only when returning the results, if any individual or business is nearby, they can come directly to pick them up, otherwise, they can coordinate to return them by post.

Ms. Nguyen Thi Hien, an office worker at BICOLI Company Limited based in Vinh City, said: Because I am in charge of the company's administrative work, I am the one who does the paperwork. Previously, we had to wait during office hours to submit the documents, but in recent years, because we have been instructed to submit documents online and can submit at any time, it is very fast, I just need to submit online and wait 3 days to receive the results.

Mr. Nguyen Trong Binh said: Registering a business online is a process. Previously, when this form was first applied in 2018-2019, the Department assigned 2 officers to support customers in opening accounts, saving records, remembering passwords... Now, customers can directly submit their applications online, and in case of any questions, they will be carefully guided over the phone.

With registration formonline business, after the customer completes the application and submits it online, the application will be transferred to the computer of the Head of the Business Registration Office, then automatically transferred to the assigned officer. After processing the application, the Business Registration Certificate will be transferred to the Public Administration Service Center to be returned directly to the customer or sent to the customer by post, or returned directly at the transaction counter.

The Business Registration Office has 8 staff, of which 6 are assigned to handle the application. Currently, on average, 1 staff member handles 10-12 application sets per day. Each application set is processed within 3 days, of which the application processing time is 1.5 days.

In addition, due to current regulations, customers must self-declare and be legally responsible for their business registration documents, while the processing officer only checks whether the documents are complete or not. Therefore, the role of customers when preparing documents is very important, requiring customers to perform carefully and accurately, because just one small mistake will cause the documents to be returned.

Mr. Binh also added that recently, when the Covid-19 epidemic broke out, especially when Vinh City implemented social distancing from June 19 to July 3, because the Business Registration Office had an officer in Quynh Luu district who could not come directly to the office to work, the Department of Planning and Investment had to request support from the Business Registration Office - under the Ministry of Planning and Investment to provide a separate line so that the officer could work from home.

Implement level 4 online public services

Not only in business registration activities, currently all areas under the management of the Department of Planning and Investment have been thoroughly reformed administratively.

In the first 6 months of 2021, 100% of administrative procedures were under the jurisdiction of the Department of Planning and Investment in the fields of Business Registration, Bidding, and Project Appraisal;Foreign economics; Direct investment and Rural Agriculture, all receive, return results, and circulate documents through the Public Administration Service Center. In particular, procedures in the fields of Business Registration and Foreign Economic Relations are carried out according to the one-stop, one-stop mechanism.

Currently, the Department of Planning and Investment has implemented administrative procedures at level 4, which means completely online. People and businesses submit documents online and pay money directly to the state budget at home via Internet Banking or Mobile Banking and just wait to receive documents by post.

In the first 6 months of 2021, the Department of Planning and Investment received 5,541 dossiers, of which 5,345 dossiers were processed in accordance with regulations; 182 dossiers have not yet reached the deadline for processing. In addition, there are 61 pending dossiers due to being in the investment sector, without sufficient opinions from departments, branches, and localities, so the Department of Planning and Investment does not have enough basis to process.

According to Mr. Mao, the current construction trend ise-government, digital government is increasingly evident, the Department of Planning and Investment itself has also issued many plans to apply IT in its operations. In which, 100% of electronic documents are digitally signed, the use of email boxes integrated into the operating and document management software is implemented for all cadres and civil servants.

Therefore, in addition to strengthening the implementation of administrative procedure reform and organizational reform, it is necessary to improve the quality of the staff and civil servants. Only then can administrative procedures be resolved quickly, neatly, conveniently, bringing satisfaction to individuals, organizations and businesses.
