Nghe An contributes comments to the draft Working Regulations of the 13th National Congress of Delegates

Afternoon of September 4, 2020,Central Organizing Committeeorganized an online conference to provide comments on the draft documents on the Working Regulations of the 13th National Congress of the Party. Comrade Mai Van Chinh - Member of the Party Central Committee, Deputy Head of the Central Organizing Committee chaired the conference. At the Nghe An bridge, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council attended and chaired. Also attending were leaders of the department and heads, deputy heads of departments, and experts of the Provincial Party Committee's Organizing Committee.

According to the Report of the Central Organizing Committee, the Working Regulations of recent Congresses have been carefully researched and prepared, following a strict process, always closely following the leadership and direction of the Central Committee, especially the Politburo and the Secretariat. They were built on the basis of ensuring compliance with the Party Charter; inheritance, stability, and innovation; synchronization with the election regulations within the Party, meeting the requirements of Party building work in each term and in line with reality; contributing to ensuring the success of the Congresses. However, the development and implementation of the Working Regulations of the Congresses to date still have some limitations and inadequacies.

Based on the evaluation of the Working Regulations of the Congresses of previous terms, especially inheriting, amending and supplementing some new contents of the Working Regulations of the 12th Congress; the Central Organizing Committee has developed the Working Regulations of the 13th National Congress of Delegates, in which it proposed some specific contents on the name, layout, content and re-edited some sentences to make them clear and easy to understand in order to be consistent and consistent with theElection regulations for the 13th Congress.

Participating in giving comments at the conference, comrade Nguyen Xuan Son -Standing Deputy Secretary of the Provincial Party Committee, The Chairman of the Provincial People's Council said that the draft Working Regulations of the 13th Congress were carefully, elaborately and comprehensively prepared; the summary report and assessment of the results of the implementation of the Working Regulations at recent National Congresses were built in a frank and serious spirit, clearly pointing out the limitations, weaknesses and causes, drawing lessons, the contents that need to be adjusted, supplemented and replaced; on that basis, it is proposed to build the Working Regulations at the 13th National Congress of the Party with a reasonable structure. It is suggested that the Editorial Board and the Central Organizing Committee study and consider adding some contents on the responsibilities of the Head of the delegation; on strengthening the responsibilities of delegates attending the Congress...
