Nghe An: Rice support for people to protect forests

(Baonghean.vn) - To develop the forestry sector more effectively, Vice Chairman of the Provincial People's Committee Dinh Viet Hong emphasized: It is necessary to remove difficulties and obstacles to better restructure forestry. Specifically, implementing important contents for the coming time, including: Supporting rice for forest protection, reviewing and adjusting less important protective forests to production forests, and forest protection policies and mechanisms.

According to the 2017 forest protection and development plan assigned by the Provincial People's Committee in Decision No. 6587/QD-UBND dated December 22, 2016. The assigned targets include: forest protection of 942,508.7 hectares; forest protection of 76,000 hectares; care of planted forests of 25,146 hectares; concentrated forest planting of 17,000 hectares; forest cover rate of 57.3%; timber exploitation of 500,000m3; pine resin exploitation of 3,000 tons.

Accordingly, implementing Decision No. 2345/QD-TTg dated December 2, 2016 of the Prime Minister on supporting rice for ethnic minorities and poor households who voluntarily plant, care for, and protect forests to live and legally reside in the districts of Ky Son, Tuong Duong, Con Cuong and Que Phong.

The Department of Agriculture and Rural Development issued Official Letter No. 05/SNN.KL dated January 4, 2017 "on rice support for ethnic minorities and poor households who voluntarily plant forests". However, to implement the rice support policy, it is necessary to ensure the right subjects and policies. Regarding the implementation of the plan, review and adjust key protection forests to production forests with adjustments to 3 types of forests, and at the same time, adjust the forestry land fund according to the inventory results in the province.

The relevant sectors of the province have identified and reviewed and adjusted about 100,000 hectares of forest and forest land under the protection forest planning to production forest. Of which, 6,000 hectares of coastal forest are expected to be reviewed, 70,000 hectares will be reviewed and included in the forestry land fund (including 3 types of forest). 2,500 hectares of land under the special-use forest planning will be reviewed, 60,000 hectares will be removed from the forestry land planning.

Opinions at the meeting also discussed solutions to implement Decree No. 75/2015/ND-CP dated September 9, 2015 of the Government on mechanisms and policies for forest protection and development, associated with policies for rapid and sustainable poverty reduction and support for ethnic minorities in the 2015-2020 period.

Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee requested: Ky Son, Tuong Duong, Con Cuong, Que Phong districts urgently review and make a detailed list of beneficiaries receiving rice support for each time of distribution, down to the villages. Make a detailed estimate of transportation costs. The State Reserve Department of Nghe An region ensures rice distribution on time and in the correct quantity.

Regarding the review and adjustment of critical protection forests to production forests, consider allocating funding sources to carry out the review and adjustment in 2017 to ensure progress. Direct districts and sectors to coordinate well in the review and adjustment work, contributing to the integration of local land use plans with forest protection work in the area. Regarding the implementation of Decree No. 75/2015/ND-CP, request districts to review and complete the dossier of land use rights transfer for 33,969.5 hectares, relevant banks, and promptly implement the policy of lending for planting production forests.
