According to the investigation agency's documents, Loan has defrauded 31 victims, with the amount of 23.9 billion VND, with only a handwritten loan note. Some people have lent Loan dozens of times, with the amount of more than 6 billion VND.

Among the 31 victims, some were government officials, some were bank employees, most were poor people who withdrew their savings and borrowed money from relatives to lend to Loan to earn interest. Initially, Loan's interest rate was very fair, but suddenly Loan declared bankruptcy and went to Hanoi for medical treatment.

Recently, the People's Court of Nghe An province decided to open a first-instance criminal trial to try the case of fraud and property appropriation against Nguyen Thi Loan. However, due to the absence of 7/31 victims, affecting the process of questioning, arguing, and convicting Nguyen Thi Loan of fraud, the panel of judges announced to postpone the trial to June 20.
