Nghe An completed 100% of the 2020 military recruitment target

On the morning of December 16, under the chairmanship of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Military Service Council, the Provincial Military Service Council (NVQS) held a meeting to evaluate the results of leadership and direction in the selection and call-up of citizens for military service in 2020, and deploy tasks in 2021.

COMPLETED 100% OF 2020 TARGETS

In 2020, the work of selecting and calling up citizens for military service in the province was focused on by the Party Committee and authorities at all levels, leading, directing and implementing drastically and closely in all stages and steps. During the year, the Provincial Military Service Council deployed the military recruitment work, completing 100% of the target (3,250/3,250 citizens). Of which, the Ministry of National Defense and the Military Region Command assigned 3,104 citizens; the Ministry of Public Security assigned 146 citizens.

Many localities have had good and creative measures and methods in the preliminary examination and recruitment of military service personnel such as: Issuing regulations of the Military Service Council on assigning responsibilities to heads of agencies and units; installing surveillance cameras...

The military transfer and reception work was carried out quickly, safely, and in accordance with the Covid-19 epidemic situation. After the transfer, localities coordinated with the receiving units to grasp the situation, care for and encourage soldiers to complete their tasks well. Typical units include Que Phong, Thanh Chuong, Dien Chau and Quynh Luu.

However, the Provincial Military Service Council also assessed that the work of selecting and calling citizens to join the army had not achieved high results. After the health check, new soldiers had to make many changes such as in the districts of Nghia Dan, Tuong Duong, Tan Ky, and Quy Hop.

In addition, propaganda and education on military service at all levels, sectors and political systems, especially at the commune level, are not regular and are still formal. Policy work and support and creating conditions for demobilized soldiers to have jobs, stabilize their lives, and contribute to local economic development have not received due attention.

In 2021, the Provincial Military Service Council strives to select and assign 3,346 citizens to join the army, achieving 100% of the targets assigned by the Government, the Ministry of National Defense, the Ministry of Public Security, and the Military Region, of which 3,100 citizens will join the Army and 246 citizens will join the Police. In 2021, there were 271 applications from citizens volunteering to join the army.

Regarding health selection, ensure that health level 1 and 2 is 75% or higher; university and college graduates are 5% or higher; high school graduates are 65% or higher; do not let "blank commune" happen; strive for compensation and return rates to be under 0.2% compared to military recruitment targets.

IMPROVING THE QUALITY OF MILITARY RECRUITMENT

At the conference, delegates spent a lot of time assessing the shortcomings and limitations in military recruitment work in 2020; analyzing, clarifying directions and goals, and proposing solutions to better complete the military recruitment task in 2021.

Concluding the conference, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Military Service Council emphasized that we must look directly at the existing problems and limitations to come up with solutions to overcome them.

Comrade Nguyen Duc Trung said that propaganda work at the grassroots level is still formal. Therefore, there needs to be more diverse forms of propaganda so that citizens of military age can understand, perceive and be ready to accept the task when selected.

Regarding the loose management of citizens of military age in localities, the Chairman of the Provincial People's Committee suggested that it is necessary to clearly identify which localities and units have not done well. In addition, it is necessary to clearly identify which localities and units have committed violations in the initial health examination stage, and determine the responsibilities of relevant organizations and individuals.

Based on the targets and tasks assigned in 2021, the Chairman of the Provincial People's Committee requested that sectors and localities need to implement military recruitment more drastically and vigorously, improving the quality of military recruitment. As Chairman of the Provincial Military Service Council, Comrade Nguyen Duc Trung assigned specific tasks to the Vice Chairmen of the Provincial Military Service Council as well as members of the Council.

The Chairman of the Provincial Military Service Council requested to strictly handle acts of evading military service, not allowing cases of unqualified health and ethics to enter the army. In particular, strive for the lowest compensation level compared to the assigned quota; need to have policies to encourage citizens of military age; manage citizens well after the examination; strive to complete the assigned quota and tasks.
