Nghe An: Urgently upgrade the information system for handling administrative procedures
(Baonghean.vn) - This is one of the key tasks in April 2023 that the Working Group on promoting administrative reform, improving the investment and business environment and foreign investment cooperation of the province proposed in a recent report.
The working group established under Decision No. 2416/QD-UBND of Nghe An Provincial People's Committee on promoting administrative reform, improving the investment and business environment and foreign investment cooperation in the province has just reported on the results of activities in March and key tasks in April 2023.
According to the report, during the month, the Provincial Public Administration Service Center received and processed 33,140 records, of which 25,550 were newly received and 7,590 were transferred from the previous period (data calculated from February 16, 2023 to March 15, 2023).
In addition to the achieved results, the working group also pointed out the limitations, which are: Many district and commune-level units have not strictly implemented the reception and updating of complete administrative procedure records on the provincial administrative procedure settlement information system according to regulations; the rate of administrative procedure records of people and businesses that are received and have to digitize the components of records, papers and results of administrative procedure settlement is still low...
Regarding key tasks in April 2023, the working group proposed:
- Departments, Boards, Branches, District and Commune People's Committees continue to review, evaluate and propose simplification of dossier components and implementation procedures. Continue to improve and enhance the operational efficiency of the Provincial Public Administration Service Center and One-Stop-Shop Departments at all levels.
- Strictly implement publicity and transparency in receiving and handling administrative procedures, ensuring that 100% of administrative procedures are announced, disclosed fully and on time, and 100% of administrative procedure files received and handled at agencies and units are monitored for processing status on the Provincial Administrative Procedure Handling Information System so that people and businesses can monitor and evaluate the implementation process.
- Continue to strengthen discipline and administrative order, inspect and promptly handle acts of harassment, negativity, arbitrarily setting up administrative procedures that are not in accordance with regulations or repeatedly being delayed.
On improving the business investment environment and foreign investment cooperation:
- Departments, branches, units according to functions and tasks:Proactively synthesize recommendations from organizations and individuals according to assigned functions and tasks for timely handling within authority; promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee on matters beyond authority for timely consideration, resolution, and removal of obstacles and difficulties for organizations and individuals.
- Provincial People's Committee Office:
+ Continue to advise the Provincial People's Committee to innovate the implementation of the one-stop shop and one-stop shop mechanisms in handling administrative procedures in a direction that is not dependent on administrative boundaries; carry out digital transformation in management activities, provide public services, change administrative management methods from traditional to modern, associated with digitalization and use of digitalized results of records, papers, and results of handling administrative procedures to improve service quality, increase labor productivity, contribute to the formation of digital citizens and digital enterprises in building e-government and digital government.
+ Advise the Provincial People's Committee to invest in purchasing equipment for the Commune-level One-Stop Department to ensure the implementation of tasks as required by Decree 107/2021/ND-CP, Project 06...
+ Direct the Electronic Information Portal to coordinate with relevant units to urgently upgrade the provincial administrative procedure settlement information system to meet the requirements.

- Department of Natural Resources and Environment:
Timely handle difficulties and problems arising in the process of organizing the implementation of land laws in the province; in which priority is given to handling issues related to religious land, difficulties and problems in implementing key projects, the North-South expressway project through the province and directing and urging localities to thoroughly handle petitions and complaints in compensation for land acquisition and clearance for the previous National Highway 1 expansion project under the direction of the Provincial People's Committee and the Ministry of Natural Resources and Environment.
- Department of Transport:
+ Focus on completing the project to hand over and put into use the coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section Km76 - Km83+500, Muong Xen - Ta Do - Khe Kien road section Km7 - Km26.
+ Complete procedures and organize contractor selection for the consulting package for survey and design of the technical infrastructure of the Nam Dan town bypass project.
+ Submit for appraisal and approval the Investment Proposal Report for the projects: Construction of the road from Cua Lo town to Nam Dan district; construction of service roads and fences along the railway to eliminate self-opened paths across the railway in Nghe An province. Submit for appraisal and approval the project of Construction of the decorative electrical system for Cua Hoi bridge.
+ Continue to focus on directing the acceleration of construction progress, ensuring completion according to plan for the projects: Coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section Km7 - Km76; Traffic road connecting Vinh - Cua Lo (phase 2); Traffic road connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky); Upgrading and expanding National Highway 15, section avoiding Truong Bon Historical Site; Renovating and repairing DT.539C section Km7 - Km16+500; ...
+ Continue to coordinate with the District Land Clearance Councils to speed up the land clearance work, especially for key projects such as the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An); Traffic route connecting from National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky); Upgrading and expanding National Highway 15, the section avoiding Truong Bon Historical Site.
+ Continue to coordinate with central ministries, relevant agencies to implement the province's recommendations approved by the Prime Minister at the working session with Nghe An provincial leaders such as: Adjusting the planning and investment plan for auxiliary works of Vinh International Airport under the public-private partnership (PPP) method; investing in the road from Cua Lo town to Nam Dan district; compensation costs for site clearance of National Highway 1A; investment capital for the Vientiane - Hanoi expressway.
+ Actively coordinate with other investors to implement projects in the province: North-South Expressway, Eastern section through Nghe An province; Vinh International Airport (parking lot, terminal T2, etc.), Cua Lo port (berths 6, 7, 8, etc.), Nghi Thiet deep-water port, upgrading and renovating essential works of Vinh-Hanoi railway line; ODA projects, rural roads, bus stations, etc.
- Southeast Economic Zone Management Board:
Continue to support the settlement of procedures and difficulties related to construction planning for investors in the Southeast Economic Zone and industrial parks; continue to support investors in carrying out investment procedures.
- Center for Investment, Trade and Tourism Promotion:
+ Take the lead in coordinating with the Vietnam Chamber of Commerce and Industry - Nghe An branch, relevant agencies and consulting units on implementing the assessment of the competitiveness index of provincial departments and branches and district People's Committees - DDCI.
