(Baonghean.vn) - Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized: The prerequisite for effective implementation of administrative reform (AR) is to have high political determination from the leaders and staff of agencies and units in the whole province.

On the afternoon of June 25, the Provincial People's Committee held a conference to review the overall program of state administrative reform for the period 2011-2020 and build the program of state administrative reform for Nghe An province for the period 2021-2030.

Positive change

In the period 2011-2020, the administrative reform work of the province has received more attention, leadership and direction from Party committees and authorities at all levels.

Many new contents have been focused on by the leadership and direction such as: Promoting administrative procedure reform; assessing the satisfaction level of people and organizations with public services; selecting units to develop and implement pilot projects; selecting administrative reform years, clearly defining key tasks to focus on; implementing the construction of provincial-level public administration centers; building and operating a document interconnection system at all levels.

The development and implementation of programs and plans; the propaganda, inspection and evaluation of administrative reform are orderly, systematic and of high quality. The PAR INDEX and rankings in recent years are always higher year after year. The PAPI index has improved a lot.

Mechanisms and policies are developed, reviewed, amended, supplemented and perfected to suit practical needs to meet the requirements of socio-economic development. The system of legal documents is regularly reviewed, inspected and systematized.

Administrative procedures in management fields have received attention for reform. The announcement and publication of administrative procedures have been more timely and transparent. To date, in the province, there are 1,678 administrative procedures announced and in effect, specifically: 1,301 provincial-level administrative procedures, 273 district-level administrative procedures, 91 commune-level administrative procedures and 12 other administrative procedures.

Many administrative procedures have been simplified, shortening the implementation time and reducing transaction costs. As a result, in the period 2013-2015, 154 administrative procedures were cut down with a total time of 580.5 days; 26 administrative procedures had their documents simplified and the implementation process streamlined.

In 2018-2020, 419 administrative procedures were cut with a total reduction of 1,961 days. On average, 419/1,677 administrative procedures were simplified, reducing implementation time (reaching a rate of 24.98%).

One-stop-shop departments at all levels have been invested in, renovated, upgraded facilities, strengthened personnel, and strictly implemented procedures for receiving, processing, and returning results. The quality of processing documents has been improved, and the level of satisfaction of people and organizations has been raised.

The organization of state agencies is arranged in a simple direction, reducing the number of focal points and increasing operational efficiency.

As a result of implementing Central Resolution 6, the whole province has reduced 4 branches, 10 focal points at the department level of provincial and district-level administrative agencies; reduced 161 public service units, 341 internal organizations, 161 heads and deputy heads of service units.

Implementing the streamlining of staff according to Decree No. 108/2014/ND-CP dated November 20, 2014 of the Government from 2016 to present, the whole province has had 2,739 people enjoying the policy, with an amount of nearly 326 billion VND. At the same time, the quality of the staff and civil servants has been gradually improved.

Implementing autonomous mechanisms has created conditions for units and localities to be proactive in arranging organizational structures, assigning personnel, and practicing thrift.

The application of IT in management, operation and provision of public services has received attention and actively supported administrative reform, changing working methods and practices, improving the quality of service to the people, contributing to improving the relationship between state agencies and the people.

Clearly define key tasks and priorities

Speaking at the conference, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized: Implementing the Government's Program, Nghe An province has developed, promulgated and implemented the Administrative Reform Program in the period and achieved quite comprehensive results.

These results have had a positive impact on promoting the socio-economic development of the province, improving people's lives, and maintaining political security. However, the administrative reform work of the province is still not really drastic, with many shortcomings and limitations.

In the coming time, according to Vice Chairman of the Provincial People's Committee Le Ngoc Hoa, Nghe An will continue to effectively implement all 6 contents: Institutional reform, Administrative procedure reform, Organizational reform, Building and developing the staff and civil servants. Public finance reform and Modernization of the administrative system in each stage.

There are three key tasks that need to be focused on: Administrative procedure reform; improving the quality of public services; and applying information technology.

To effectively implement the program, all levels and sectors need to focus on the 6 solutions proposed in the program. In particular, it is clearly defined that the prerequisite for effective implementation of administrative reform is to have high political determination from the leaders and staff of agencies and units in the whole province.

The Vice Chairman of the Provincial People's Committee requested that agencies and units need toFocus on reviewing all administrative reform tasks of your unit, fully recognizing weak points and weaknesses, thereby building programs and plans that meet the requirements of tasks and the reality of the industry and locality. Clearly identify the focus and key points to focus on leadership and direction to create clear changes in the unit.

At the conference, the Provincial People's Committee awarded Certificates of Merit to 57 collectives and 53 individuals with outstanding achievements in implementing state administrative reform in the period 2011 - 2020.
