Nghe An: No planning to build apartment buildings in high population density areas

Nghe An Provincial People's Committee requires investors of apartment building projects to strictly implement current legal regulations on construction of apartment buildings and project items, ensuring that construction works comply with planning, construction designs appraised and approved by competent authorities and construction permits are issued.

The provincial government also requires that for apartment buildings under construction that are not yet qualified for handover but have already allowed residents to move in, the investor must immediately stop the handover and move all households that have moved in out of the building. If an incident occurs at the building that affects the lives and property of households that have moved in, the investor must take full responsibility before the law.

The investor is also responsible for organizing the management and operation of the apartment building after the project is put into use but the first apartment building conference has not been held. In case the investor does not meet the functional and capacity requirements as prescribed, he/she must hire a unit that meets the functional and capacity requirements as prescribed to manage the operation of the apartment building.

The Provincial People's Committee also assigned specific tasks to district-level localities with apartment buildings and 6 related departments and branches.

In particular, the People's Committee of Vinh city, districts and towns are required not to advise or introduce locations for planning and investing in building apartments in densely populated areas with high population density and without ensuring infrastructure conditions.

The Department of Construction is responsible for consulting and managing the planning and construction of apartment building projects in the area. It does not advise on locations and plan the construction of apartment buildings in high-density areas and does not ensure infrastructure conditions according to the provisions of law.
