(Baonghean.vn) - On March 22, the People's Committee of Nghe An province issued a plan to implement Decision No. 1163 of the Prime Minister on the Strategy "Domestic trade development until 2030, vision to 2045" in the province.

Development of commercial infrastructure systems

According to Plan 192/KH-UBND, the Provincial People's Committee sets out the task of perfecting institutions and policies, improving the investment and business environment and managing trade activities according to international commitments. Increasing domestic final consumer demand, developing distribution enterprises, linking circulation with production, promoting linkages between product and goods supply chains; developing the domestic market in association withCampaign "Vietnamese people prioritize using Vietnamese products"2021-2025 period. Promote the connection between supply and demand of goods; form vertical linkages (linking into a value chain, supply chain of one or a group of products, goods) and horizontal linkages (between businesses in the same industry, business field of one or a group of goods) between manufacturers, distributors and support service providers.

Create conditions for businesses, especially small and medium enterprises, production facilities of craft villages, cooperatives, farming households, etc. to participate in trade promotion programs, activities connecting supply and demand of regional products and consumer stimulus programs, etc. to build brands and introduce, promote, and connect consumption of agricultural products, especially OCOP products, specialty products of the province to domestic and foreign markets.

Encourage traders to develop green distribution systems, green consumption and circular economy in the commercial sector; promote sustainable links between production - distribution - consumption, increase the presence of eco-labeled, green-friendly products at distribution facilities such as: shopping centers, supermarkets, markets, etc.

Review the contents of commercial infrastructure development to integrate into the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, to ensure consistency and synchronization, creating a legal basis for orienting the attraction of social resources into investment in the development and completion of the commercial infrastructure system.

Continue to implement preferential investment policies to attract investment resources.commercial infrastructure developmentsuch as: markets, shopping malls, supermarkets, warehouses, storage, etc. in a modern direction in the centers of districts, cities, and towns. At the same time, combine resources to build new, renovate and upgrade traditional cultural markets, markets in rural and border areas to meet the needs of buying, selling, and exchanging goods to serve the people.

Develop and implement the Market Network Development Program for the period 2021 - 2030; accelerate the process of transforming the market management, business and exploitation model and socialize investment in market construction and exploitation; renovate and upgrade existing urban markets and improve service quality towards ensuring food safety and trade civilization; deploy and expand the pilot food safety market model; invest in developing a number of markets associated with developing the night-time economy and tourism in suitable areas and locations to create more channels to promote and introduce agricultural products, especially regional specialties and OCOP products of the province.

Encourage and support businesses to build and replicate green and sustainable distribution models based on the application of an effective energy management system in storage and distribution; establish a network of agricultural product purchasing facilities and a network of medium and small-scale consumer goods supply and distribution facilities according to a modern model in the province; build general and specialized warehouses and cold storage (especially warehouses for storing and preserving agricultural products and essential consumer goods) to stabilize the market and balance supply and demand during times of price instability at home and abroad.

Enhance digital technology solutions and integrated services

Encourage and support enterprises, cooperatives, and business households in the province to apply e-commerce, digital technology solutions, and integrated services based on advanced technologies such as smart card technology, block chain technology, barcodes, etc. to production and business activities. Deploy the application of management models for e-commerce websites and commercial transactions through social networking sites (Facebook, Zalo, etc.).

Build an online platform for distribution activities, develop an online market for eco-labeled, environmentally friendly products. Support and encourage organizations, businesses and people to promote digital transformation and cashless payments. Coordinate with relevant units under the Ministry of Industry and Trade to effectively implement national e-commerce development programs and projects to support organizations, businesses and individuals to effectively apply e-commerce in production and business.

The Provincial People's Committee assigns the Department of Industry and Trade to be the focal agency to monitor and urge departments, branches, sectors, People's Committees of districts, cities, towns and related units to organize the implementation of the Plan; Preside and coordinate with departments, branches and localities in reviewing and proposing contents on trade development to integrate into provincial planning, regional planning, national planning to ensure consistency. Phase 2021 - 2030:The added value of domestic trade in the province achieved an average growth rate of about 9-9.5%/year.;Total retail sales of goods and consumer service revenue achieved an average growth rate of 20%/year..E-commerce develops with modern technology and technical infrastructure along with adequate support means, ensuring safety and convenience for businesses and consumers during transactions; by 2030,Revenue from e-commerce accounts for about 12-12.5% ​​of the province's total retail sales of goods and consumer service revenue. Strive to reach about 20-30% of businesses participating in major domestic and foreign e-commerce platforms.

Phase 2031 - 2045:The added value of domestic trade in the province achieved an average growth rate of 8.5 - 9.0%/year.E-commerce develops strongly, by 2045, e-commerce revenue will account for about 18-20% of the province's total retail sales of goods and consumer service revenue; strive to reach over 50% of businesses participating in major domestic and foreign e-commerce platforms.
