Nghe An is the province that completed the general forest survey and inventory early.

On November 23, 2016, the Provincial People's Committee announced Decision 1731/QD-UBND (dated April 21, 2016) approving the results of the 2015 forest inventory. The national forest inventory and survey project for the period 2013 - 2016 was approved by the Government to be implemented in 2013 under difficult, complicated conditions and limited funding. However, with the strong direction of the Party Committees, authorities at all levels and the active participation of relevant units, Nghe An completed the project one year ahead of schedule by the end of 2015.

According to the announced results, by 2015, the total area of forests and forestry land in the province was 1,236,259.31 ha, of which 1,166,109.10 ha were planned for 3 types of forests and 70,150.21 ha were outside the planning of 3 types of forests. Land with forests was 942,508.48 ha (in the planning of 3 types of forests 879,301.66 ha; natural forests 762,785.88 ha; planted forests 116,515.78 ha). Land with forests outside the planning of 3 types of forests was 63,206.82 ha, of which 33,473.21 ha were natural forests and 29,733.61 ha were planted forests. Land without forests was 93,750.83 ha, of which 286,807.44 ha were planned for 3 types of forests. Land with planted forests that have not yet become forests: 38,302.63 ha. Bare land with regenerated trees: 85,660.41 ha. Bare land without regenerated trees: 97,880.01 ha. Rocky mountains without trees: 1,520.37 ha. Land with agricultural crops: 33,239.79 ha. Other land in forestry: 30,204.23 ha. Land area outside the 3 types of forests with planted forests that have not yet become forests: 6,943.39 ha/6,943.39 ha... Regarding forest product reserves, there are 91,003,287.4 m3 of wood; 1,941,681,000 bamboo trees. Forest coverage in the whole province reaches 57.2%.
Currently, the whole province has 226,694 group I forest owners managing 546,980.66 hectares of forest and bare land; of which 216,001 households, individuals and groups of households manage 240,076.86 hectares, including: forested land 181,060.76 hectares (natural forest: 116,341.59 hectares; planted forest 64,719.17 hectares); non-forested land 59,016.10 hectares. There are 13,317 residential communities managing 25,843.03 hectares, of which: forested land 17,619.83 hectares (natural forest: 16,460.41 hectares; planted forest 1,159.42 hectares); non-forested land 8,223.20 hectares. There are 376 commune-level People's Committees managing 281,060.77 hectares, of which: forested land is 197,878.03 hectares (natural forest: 150,475.31 hectares; planted forest 47,402.72 hectares; non-forested land 83,182.74 hectares.
The inventory results also show that the whole province currently has 65 group 2 forest owners, managing 689,278.65 hectares; of which, 4 special-use forest management boards (Pu Mat National Park, Pu Huong Nature Reserve Management Board, Pu Hoat Nature Reserve Management Board and Nam Dan Special-use Forest Management Board) manage 223,814.96 hectares (forested land 209,667.65 hectares, non-forested land 14,147.31 hectares); 11 protection forest management boards, including:
Ky Son Forest Protection Board, Tuong Duong Forest Protection Board, Con Cuong Forest Protection Board, Anh Son Forest Protection Board, Thanh Chuong Forest Protection Board, Quy Chau Forest Protection Board, Quy Hop Forest Protection Board, Tan Ky Forest Protection Board, Yen Thanh Forest Protection Board, Nghi Loc Forest Protection Board, Quynh Luu Forest Protection Board, manage 344,662.42 hectares; of which 242,398.60 hectares are forested land (228,885.96 hectares of natural forest, 13,512.64 hectares of planted forest), 102,263.82 hectares of non-forested land; 10 state-owned enterprises (Song Hieu Agricultural Forestry One Member Co., Ltd. (5 member units); Quynh Luu One Member Co., Ltd., Tuong Duong One Member Co., Ltd., Con Cuong One Member Co., Ltd. and Do Luong One Member Co., Ltd.) manage 62,912.04 hectares, of which: forested land 53,571.25 hectares (natural forest 43,592.32 hectares; planted forest 9,978.93 hectares), non-forested land 9,340.79 hectares. There are 40 non-state-owned enterprises, economic organizations, armed forces and other organizations managing 57,889.23 hectares; of which: forested land 40,312.36 hectares (natural forest 33,166.14 hectares; planted forest 7,146.22 hectares) and bare land 17,576.87 hectares.
In addition to the above data, there is also a system of inventory maps, forest status maps, and management maps at all levels at scales of 1/10,000, 1/50,000, 1/100,000; a system of inventory maps of managed forests and the status of managed forests of group 2.

The database of forest inventory results is saved and managed in paper and soft copy. In the unified forest inventory software of the Ministry of Agriculture and Rural Development, it includes digital data and detailed maps down to plots, statuses and forest owners. It can be said that the results of the forest inventory work announced by the Provincial People's Committee are an extremely important data system.
It accurately determines the area, quality, establishes annual forest and forestry land management records, and serves as a basis for proposing solutions to improve the effectiveness of forest protection and development. Therefore, the results of the 2015 forest inventory not only have great significance in the strategy of sustainable forest protection and development, responding to climate change, promoting the effective implementation of the REDD+ plan, successfully building the Western Nghe An Biosphere Reserve, but also contributes to the implementation of the goals and tasks of socio-economic development in general and agriculture and forestry in particular of the locality in the period 2016 - 2010.
Therefore, in order to effectively manage, exploit and use the announced forest inventory results, the Provincial People's Committee has assigned the Department of Agriculture and Rural Development to manage the entire forest inventory database of the province in accordance with the regulations of the National Forest Inventory and Survey Project approved in Decision No. 594/QD-TTg dated April 15, 2013 of the Prime Minister; to do a good job of advising to publish forest inventory data not only at the provincial level, but also at the district and commune levels in a comprehensive manner to help the government, forest owners, cadres and people monitor and supervise, and have better management responsibilities.
After the announcement, organize the handover of documents and training on the use of the forest inventory results database software to all relevant agencies and units; report to the Ministry of Agriculture and Rural Development and immediately deploy the application of updating and monitoring forest changes in 2016.
At the same time, direct forest owners in the area to be responsible for managing and exploiting the forest inventory database to serve the work of planning forest protection and development and forest resource management, monitoring forest changes annually according to regulations; advising and proposing plans to adjust the planning of 3 types of forests in the province; forestry land use planning for the period 2016 - 2020; reviewing the use of forestry land by forest owners; implementing plans for land allocation, forest allocation, and forest leasing in the province. Coordinate with the Departments of Home Affairs, Natural Resources and Environment and local authorities to advise on resolving the issue of cadastral boundaries of forestry land in some localities where forestry land disputes still occur.
In addition, the Provincial People's Committee also assigned the People's Committees of urban districts in the province to direct the forest rangers to be responsible for managing all records of forest inventory results, including both paper and soft copies. Exploiting and applying the forest inventory database for the purposes of forest management, forest protection and development planning, land allocation, forestry land lease, and organizing the monitoring of forest and forestry land developments.
The results of the forest inventory in Nghe An in 2015 were announced on the occasion of the Vietnam Forestry Day on November 28. This not only affirmed the achievements in forest management, protection and development in recent times, but also required forest owners as well as officers and employees in the forestry sector to continue to uphold their sense of responsibility, look straight at the truth, correctly assess the current situation, find breakthrough solutions to effectively implement the proposed programs and projects, creating a step forward for the forestry profession.
