On the afternoon of April 23, the Provincial People's Council's Culture and Social Affairs Committee held a meeting to review the draft resolutions. Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council. Draft Resolution of the Provincial People's Council stipulating the policy of supporting additional social insurance contributions for voluntary social insurance participants in Nghe An province, period 2025 - 2030, the opinions of the delegates affirmed: Social insurance is a very important social policy, the main pillar of the social security system, always receiving the attention of our Party and State in leadership, direction, construction and implementation to contribute significantly to the implementation of progress, social justice, ensuring political - social stability, people's lives and sustainable development of the country.

The Provincial Party Committee, People's Council and People's Committee have implemented many solutions and issued many important and consistent documents in directing Party committees, authorities and mass organizations at all levels to implement social insurance policies. Since 2012, the target of developing social insurance participants has been included in the province's annual socio-economic development target system and these two targets have been assigned to all levels and sectors for implementation.

Supporting additional social insurance premiums for voluntary social insurance participants to reduce the amount of premiums for people participating in voluntary social insurance shows the concern of the Party Committee and the government of Nghe An province for the people in the area, especially for poor and near-poor households, to ensure social security, in accordance with the characteristics of the province, the ability to balance the budget and within the right authority.

According to the draft resolution, in the 2025-2030 period, Nghe An strives to increase the coverage of voluntary social insurance participants by 1.3% annually, reaching about 15% of the working-age workforce participating in voluntary social insurance by 2030.
Regarding the support budget, period 2025 - 2030:
- 2025: 17.5 billion VND;
- 2026: 40 billion VND;
- 2027: 45.3 billion VND;
- 2028: 51 billion VND;
- 2029: 57 billion VND;
- 2030: 63.3 billion VND.
Giving opinions on the draft Resolution, delegates requested the agency drafting the resolution to clarify and determine the level of impact on poor households, near-poor households, ethnic minorities, women participating in voluntary social insurance, etc.

Unanimously approving the draft resolution, comrade Chu Duc Thai - Head of the Culture - Social Committee of the Provincial People's Council emphasized: Additional social insurance support for voluntary social insurance participants will contribute significantly to achieving the goal of ensuring social security, reducing the burden of future budget expenditures on social protection and social pension benefits.

He requested the drafting agency to absorb the delegates' opinions to supplement and complete the content, review the resolution's format to ensure compliance with regulations, and submit it to the upcoming session of the Provincial People's Council.

Also at the meeting, the Provincial People's Council's Culture and Social Committee unanimously proposed that the Provincial People's Council issue a Resolution on allocating regular funds from the central budget to implement the National Target Program on Sustainable Poverty Reduction in 2025.
