The Standing Committee of the Provincial People's Council held its regular February meeting.
On the morning of February 27th, the Standing Committee of the Provincial People's Council held its regular monthly meeting to review the work of the month and implement tasks for March 2025, with a focus on carrying out supervision and survey activities.
Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - presided over the meeting.
Attending the session were Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; members of the Provincial Party Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council and Nguyen Van De - Vice Chairman of the Provincial People's Committee; leaders of departments, the Office of the National Assembly Delegation and the Provincial People's Council, and the Office of the Provincial People's Committee.
Proposed list of 98 resolutions to be drafted.
The meeting focused on discussing the list of proposed resolutions to be submitted to the Provincial People's Council session in 2025. The list of proposed resolutions, totaling 82, was agreed upon by the Provincial People's Committee and submitted for the Standing Committee of the Provincial People's Council's opinion at the beginning of the year.
Based on the conclusions of the Standing Committee of the Provincial People's Council at its regular meeting in January 2025, the Provincial People's Committee directed provincial departments, agencies, and localities to review the lists. As a result of the review, the Provincial People's Committee proposed withdrawing 1 resolution; renaming 6 resolutions; and adding 17 resolutions. Thus, the total list of proposed resolutions for the Provincial People's Council in 2025 after the review is 98.
Based on the Provincial People's Committee's proposal regarding the list of resolutions to be drafted, the issue that participants in the meeting were concerned about was requesting the Provincial People's Committee to consider proposing the issuance of specific policies for some localities, given that the Central Government is currently studying the possibility of abolishing the district level.
Simultaneously, the authority of the Provincial People's Council to issue specific policies under the Law on Organization of Local Government, recently amended by the National Assembly, was considered. Some proposed contents for the resolution need to be updated with the newly enacted and amended laws, along with the guidelines for their implementation. Some opinions also offered suggestions and proposals regarding the "content" of some proposed contents for the resolution.
In addition to offering suggestions on the list of resolutions to be drafted by the Provincial People's Council, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council - requested the Provincial People's Committee to carefully consider the timeframe and roadmap for drafting resolutions to be submitted to the Provincial People's Council session to meet development requirements; specifically, he urged the early submission and promulgation of two resolutions: one on policies supporting tourism development and another on policies supporting the improvement of the quality of foreign language teaching and learning, to be issued in the first half of the year, instead of the end of 2025, to meet the province's tourism development orientation in the new period 2025-2030, and to promote the improvement of the quality of foreign language teaching and learning at the beginning of the 2025-2026 school year.
Contributing his opinion to the list of resolutions to be submitted to the Provincial People's Council, Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council - affirmed: In the context of the National Assembly enacting and amending many laws, and the current lack of complete guiding documents for their implementation, along with the policy of streamlining the apparatus, there is a high degree of volatility in determining the list of resolutions to be submitted to the Provincial People's Council for promulgation in 2025. Therefore, the approach to determining the list and drafting resolutions needs to be based on the current time. The process of change will continue to be updated and adjusted regularly to ensure suitability, avoiding delays and a lack of proactiveness in the development and promulgation of resolutions by the Provincial People's Council.
The meeting also reviewed the performance of the Standing Committee and the committees of the Provincial People's Council, the work on citizen petitions in February 2025, and agreed on a number of key tasks for March 2025.
Prioritize resolutions that promote socio-economic development.
Concluding the working session, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - acknowledged and appreciated the proactive coordination of the Provincial People's Council committees and the Provincial People's Committee. Comrade Hoang Nghia Hieu requested that the Provincial People's Council committees and the Provincial People's Committee continue to research, review, and supplement the list of resolutions to be submitted to the Provincial People's Council for promulgation, following a "two-way" approach: one direction from proposals by provincial departments, agencies, and localities; and the other direction from the practical experience of the Provincial People's Council committees that necessitate the issuance of resolutions.
The Chairman of the Provincial People's Council also requested the Provincial People's Committee to conduct a more thorough study of the authority of the Provincial People's Council in issuing certain specific resolutions; to adjust the "content" of some resolutions to ensure greater comprehensiveness in terms of content and beneficiaries; and to direct provincial and local departments and agencies assigned to lead the drafting of resolutions to proactively prepare the content, ensuring quality and progress. Furthermore, the Provincial People's Committee needs to balance and arrange the time for submitting draft resolutions, prioritizing resolutions that promote socio-economic development and address practical issues.
Regarding the key tasks for March, Comrade Hoang Nghia Hieu emphasized focusing on implementing the Provincial People's Council's thematic supervision plan on the planning and arrangement of the school network at educational institutions in the province; organizing supervision and survey activities by the People's Council committees on extracurricular tutoring activities in the province; managing and using local budget funds entrusted through the Social Policy Bank for lending to the poor and other policy beneficiaries; and housing support policies for poor and near-poor households in ethnic minority and mountainous areas…
Regarding the handling of citizens' petitions, in addition to highly appreciating the responsibility of the Office of the National Assembly Delegation and the Provincial People's Council in regularly monitoring and urging departments, agencies, and localities to resolve and respond to voters' petitions via online telephone hotlines at sessions, through voter outreach meetings of elected representatives, and letters from citizens sent to the Standing Committee of the Provincial People's Council; the Chairman of the Provincial People's Council requested the Office of the National Assembly Delegation and the Provincial People's Council to compile and send documents to the Provincial People's Committee and the departments, agencies, and localities that have not yet resolved and responded to the petitions and feedback from voters forwarded by the Standing Committee of the Provincial People's Council; at the same time, he requested the Provincial People's Committee to issue monthly reminders to units that have not yet resolved and responded, avoiding the practice of listing petitions without taking action.
