On the morning of February 27, the Standing Committee of the Provincial People's Council held a regular meeting in February to evaluate the work of the month and deploy tasks for March 2025, focusing on implementing monitoring and survey activities.

Attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; comrades of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council and Nguyen Van De - Vice Chairman of the Provincial People's Committee; leaders of departments, Office of the National Assembly Delegation and Provincial People's Council, Office of the Provincial People's Committee.

Proposed list of 98 resolutions

The meeting focused on discussing the list of proposals for drafting resolutions to be submitted to the 2025 Provincial People's Council session. The list of proposed resolutions was unanimously submitted by the Provincial People's Committee to the Standing Committee of the Provincial People's Council for comments at the beginning of the year with a total of 82 resolutions.

Based on the conclusions of the Standing Committee of the Provincial People's Council at the regular meeting in January 2025, the Provincial People's Committee directed provincial departments, branches, and localities to review the lists. As a result of the review, the Provincial People's Committee proposed to withdraw 1 resolution; rename 6 resolutions; and propose to add 17 resolutions. Thus, the total list of proposed resolutions for the Provincial People's Council in 2025 after review is 98.

Based on the proposal of the Provincial People's Committee on the list of resolutions to be drafted, the issue that members attending the meeting were interested in suggested that the Provincial People's Committee consider proposing to issue specific policies for some localities when the Central Government is planning to study the reorganization of the district level.

At the same time, consider the authority to issue specific policies of the Provincial People's Council according to the Law on Organization of Local Government recently amended by the National Assembly. Some contents proposed for the resolution need to update the recently issued and amended laws along with the instructions for implementing the law. Some opinions also contribute and propose the "content" of some contents proposed for the resolution.

In addition to giving opinions on the list of resolutions for the People's Council, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, suggested that the Provincial People's Committee consider the time and roadmap for drafting a resolution to be submitted to the Provincial People's Council meeting to meet development requirements; in particular, "pushing" the submission and early promulgation of 2 resolutions on policies to support tourism development and a resolution on policies to support improving the quality of foreign language teaching and learning to be promulgated early in the first half of the year, instead of the end of 2025, to meet the province's tourism development orientation in the new period of 2025 - 2030, promoting the improvement of foreign language teaching and learning quality right at the beginning of the 2025 - 2026 school year.

Also giving opinions on the list of resolutions submitted to the Provincial People's Council, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council affirmed: In the context of the National Assembly promulgating and amending many laws and the current documents guiding the implementation of the laws are not complete, along with the policy of arranging and streamlining the apparatus, there is an impact and high fluctuation in determining the list of resolutions submitted to the Provincial People's Council for promulgation in 2025. Therefore, the viewpoint of determining the list and drafting the resolutions needs to be calculated according to the current time, the change process will continue to be updated and adjusted regularly to ensure suitability, avoiding waiting and not being proactive in building and promulgating resolutions of the Provincial People's Council.

The meeting also took time to evaluate the performance of the Standing Committee and committees of the Provincial People's Council, the people's petition work in February 2025 and agreed on a number of key tasks for March 2025.

Prioritize resolutions promoting socio-economic development.

Concluding the working session, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council assessed and acknowledged the proactive coordination of the Provincial People's Council committees and the Provincial People's Committee. Comrade Hoang Nghia Hieu suggested that the Provincial People's Council committees and the Provincial People's Committee continue to study, review and supplement the list of resolutions to be submitted to the Provincial People's Council for promulgation in "two directions", one direction from the proposals of provincial and local departments, branches and sectors; one direction from the practical activities of the Provincial People's Council committees that see the need to propose the promulgation of resolutions.

The Chairman of the Provincial People's Council also requested the Provincial People's Committee to study more carefully the authority of the Provincial People's Council in issuing a number of specific resolutions; adjust the "content" of the content of a number of resolutions to ensure more comprehensive content and beneficiaries; at the same time, direct the provincial and local departments, branches and sectors assigned to preside over the drafting of the resolution to proactively prepare the content, ensuring quality and progress. On the other hand, the Provincial People's Committee needs to balance and arrange the expected time to submit the draft resolutions, prioritizing resolutions to promote socio-economic development and solve practical problems.

Regarding the key tasks of March, comrade Hoang Nghia Hieu emphasized the focus on implementing the development of a specialized monitoring plan of the Provincial People's Council on planning and arranging the network of schools and classes at educational institutions in the province; organizing monitoring and survey activities of the People's Council committees on extra teaching and learning activities in the province; the management and use of local budget funds entrusted through the Social Policy Bank for lending to the poor and other policy beneficiaries; housing support policies for poor and near-poor households in ethnic minority and mountainous areas...

Regarding the work of people's petitions, in addition to appreciating the responsibility of the Office of the National Assembly Delegation and the Provincial People's Council in regularly monitoring and urging departments, branches and localities to resolve and respond to voters' petitions via the online telephone line at the session, through voter contact sessions of elected representatives and petitions sent by citizens to the Standing Committee of the Provincial People's Council; the Chairman of the Provincial People's Council requested the Office of the National Assembly Delegation and the Provincial People's Council to synthesize and send documents to the Provincial People's Committee, departments, branches and localities that have not resolved and responded to voters' petitions and reflections sent by the Standing Committee of the Provincial People's Council; at the same time, request the Provincial People's Committee to issue monthly documents reminding units that have not resolved and responded, avoiding "listing" without doing anything.
