Improve quality and meet the progress of submitting draft resolutions

At the meeting, the Standing Committee of the Provincial People's Council gave opinions on the list of proposals to draft resolutions to be submitted to the Provincial People's Council sessions in 2025 submitted by the Provincial People's Committee, including legal resolutions and individual resolutions.

In addition, the Standing Committee of the Provincial People's Council gave opinions on harmonizing the monitoring and thematic survey programs of the Standing Committee and the Provincial People's Council Committees in 2025.

Speaking at the working session, Permanent Vice Chairman of the Provincial People's Council Nguyen Nam Dinh said that in the regular meetings of the Provincial People's Council every year (held in July and December), the Provincial People's Committee is always slow to submit reports on socio-economics, state budget and public investment, due to the objective reason that the schedule of regular meetings of the Provincial People's Committee and the Provincial Party Standing Committee is held at the end of June and November every year to give opinions on the situation in the first 6 months and the whole year.

However, in the 2025 work program, the Provincial Party Committee Standing Committee has decided to hold regular meetings at the beginning of each month instead of at the end of the month as before. Thus, reports on the above contents will be reviewed in early June and November every year. Therefore, the Standing Vice Chairman of the Provincial People's Council requested the Provincial People's Committee to coordinate with the Provincial People's Council to better prepare the above reports when objective limitations have been overcome.

Regarding the list of proposals for drafting resolutions to be submitted to the Provincial People's Council sessions in 2025, the Standing Vice Chairman of the Provincial People's Council suggested that a two-way approach should be implemented. That is, the Standing Committee and the Provincial People's Council Committees do not wait for the Provincial People's Committee to submit, but from their perspective, if they see any content that needs to be submitted to the Provincial People's Council to issue a resolution according to the provisions of law, they will proactively inform and propose for the Provincial People's Committee to draft a resolution.

In addition, in the coming time, the National Assembly will amend the Law on Organization of Local Government and the Law on Promulgation of Legal Documents. Therefore, comrade Nguyen Nam Dinh requested the Provincial People's Committee to grasp information, review and update promptly when the above two laws are amended to adjust the list of resolutions submitted to the Provincial People's Council appropriately and within its authority.

On behalf of the leaders of the Provincial People's Committee attending the meeting, Vice Chairman of the Provincial People's Committee Bui Thanh An said that the leaders of the Provincial People's Committee determined to continue improving the quality of drafting resolutions submitted to the Provincial People's Council; especially overcoming the delay in submitting draft resolutions before each session of the Provincial People's Council.

Therefore, the Provincial People's Committee will complete monthly draft resolutions to submit to the Standing Committee and the Provincial People's Council Committees for review, with the view that they will not be submitted before each Provincial People's Council session.

Based on the opinions at the meeting, Vice Chairman of the Provincial People's Committee Bui Thanh An accepted and said that the Provincial People's Committee will review and finalize the list of draft resolutions to submit to the Provincial People's Council in 2025.

Regarding the monitoring and survey program of the Standing Committee and the People's Council Committees in 2025, comrade Bui Thanh An suggested that February and March are the main times to arrange the organizational structure of departments and branches, and September and October are to focus on organizing the Provincial Party Congress, term XX, 2025 - 2030.

Therefore, it is recommended that the Standing Committee of the Provincial People's Council consider adjusting the time for supervision and survey to avoid the above months or consider conducting it through documents to create conditions for the grassroots to carry out the above important political tasks.

The monitoring and survey program ensures scientificity and avoids causing trouble for the facility.

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Hoang Nghia Hieu affirmed that the monitoring and survey activities of the Standing Committee and the Committees of the Provincial People's Council are regular, continuous and very important tasks, therefore, it is mandatory to have a very specific program right from the beginning of each year to organize implementation; only when problems arise will they be supplemented.

On that basis, the Chairman of the Provincial People's Council pointed out specific viewpoints, orientations and implementation methods for monitoring and survey activities.

Accordingly, the monitoring and survey program must be built to ensure both scientific and quick implementation, efficiency, and compliance with legal regulations, while minimizing inconvenience to the facility.

The Committees and Office of the National Assembly Delegation - Provincial People's Council coordinate with relevant agencies to synthesize, develop content and time for supervision and survey to meet the above objectives.

In 2025 alone, in the context of the entire provincial Party Committee holding Party congresses at all levels; at the same time, reorganizing the political system apparatus in the direction of "refined, compact, strong, efficient, effective, and efficient".

Therefore, in terms of how to do it, the Chairman of the Provincial People's Council requested to study and reduce the number of monitoring and surveys. Accordingly, for localities, no more than 2; for departments and branches formed after the merger, no more than 4; for departments and branches that remain the same, no more than 3.

Regarding time, please note to minimize monitoring and surveying at the time of district and provincial party congresses and organizational arrangements. Regarding form, it is recommended that the establishment prepare a report and submit it. If the content is appropriate and has sufficient information, direct monitoring and surveying will not be conducted; if it is not sufficient or does not meet the requirements, it will be conducted directly.

Regarding the list of 82 draft resolutions proposed by the Provincial People's Committee to be submitted to the Provincial People's Council in 2025, Comrade Hoang Nghia Hieu requested the Provincial People's Committee to receive opinions at the meeting to review, adjust and complete before February 15, 2025; at the same time, this year it is also necessary to grasp and promptly update the amendment of laws related to the authority of the local government apparatus and issue legal documents to update and propose timely adjustments to the list of resolutions in accordance with regulations.

The Chairman of the Provincial People's Council gave his opinion on the price of the results of activities in January 2025 and agreed on the tasks for February 2025; reported on the work of people's petitions in January 2025; in particular, he noted the need to urge relevant agencies to respond on time and fully to the opinions and recommendations of voters in the direction of "solutions and resolutions", avoiding "explanations and justifications".
