Nghe An: Determined to reach the finish line in budget collection
(Baonghean.vn) - 2021 is gradually coming to an end with remarkable results in budget collection, as the whole province achieved quite well and reached the finish line early. Estimated budget collection reached 17,678 billion VND, exceeding the estimate by 25.42%. This good news creates momentum for the implementation of tasks in 2022.

Determining the major impact of Covid-19budget revenueIn the area, right from the beginning of the year, Vinh city has proactively developed and issued many documents directing the synchronous implementation of solutions to increase budget revenue; thanks to that, the budget collection work has basically reached the target if the plan is completed in the last month of the year.
It is known that in 2021, Vinh city issued Directive No. 02/CT-UBND dated January 30, 2021 on strengthening the State budget collection in 2021; Plan No. 13/KH-UBND dated January 20, 2021 on land fund exploitation in 2021; Decision No. 7979, 7999/QD-UBND dated December 31, 2020 on assigning targets to wards and communes; Plan No. 64/KH-UBND dated March 24, 2021 on implementing the program to prevent State budget loss in 2021...

The city report shows: The estimated state budget revenue in the area in 2021 is 2,503.2 billion VND, reaching 127.1% of the provincial estimate, 100.1% of the city People's Council estimate, down 12.1% over the same period, of which: Regular revenue: 1,026.8 billion VND, reaching 100.8% of the provincial estimate, 96.1% of the city People's Council estimate, down 18.2% over the same period; land use fee revenue is 1,476.4 billion VND, reaching 155.4% of the provincial estimate, 103.1% of the city People's Council estimate, down 7.4% over the same period. Although the basic revenue is quite good, the structure of budget revenue sources shows that revenue from land use fee still accounts for 59% of the total revenue in the area.

In Nghi Loc district, in 2021, in addition to being recognized by the Central Government as meeting new rural standards, the district also focused on directing the acceleration of the implementation of projects that have been allocated capital according to the plan. Along with that, the district continued to accelerate the construction progress of a number of transitional projects such as: Construction of the district stadium, the main road along Quan Hanh town; maintenance of roads serving the appraisal of the district meeting new rural standards; land infrastructure in Nghi Lam, Phuc Tho, Nghi Hoa, Nghi Thai, Nghi Thuan communes and works serving new rural construction in the area... Key projects of the province and district in the area such as factories in WHA IZ1 Industrial Park, Trung Do Construction Materials Production Complex... continued to accelerate investment progress. Up to now, Nghi Trung Garment Factory has been completed and put into operation, with the need to recruit over 500 workers, thereby creating more jobs and increasing the district's budget revenue.

Some revenue items in Nghi Loc district achieved high results such as: Land use fee collection of 591 billion VND, reaching 328% of the estimate; Mineral exploitation fee collection of 4.33 billion VND, reaching 393% of the estimate; Personal income tax of 24.2 million VND, reaching 201% of the estimate; Fees and charges of 6.240 billion VND, reaching 183% of the estimate... In particular, non-state industrial and commercial tax reached 51.57%, reaching 153% of the estimate, the highest in recent years. Thanks to the budget collection work, it has met enough regular expenditures, development investment expenditures and arising and unexpected expenditures, especially the work of preventing and fighting the Covid-19 pandemic.
Total budget revenue in Dien Chau district in the first 10 months of 2021 reached VND 576,184 billion, equal to 141% of the estimate, of which revenue from land use rights reached VND 401,038 billion, reaching 168.9% of the estimate. Total budget revenue of Dien Chau district for the whole year is estimated at VND 648.7 billion, equal to 158.8% of the estimate, of which revenue from land use rights is estimated at VND 443.1 billion, equal to 186.5% of the estimate of the District People's Council. Excluding land use fees, the estimated revenue for the whole year is VND 205,673 billion, reaching 120.3% of the estimate. Some revenue items are estimated to meet the estimated progress and higher than the same period.
Creating momentum for 2022
In 2021, in general, many industries and fields were heavily affected by the Covid-19 pandemic such as: trade, services, tourism, transportation... The business situation faced many challenges and has not yet revealed all the hidden difficulties. Many production and business enterprises had to operate at a low level, temporarily suspend operations, or even dissolve. Some major industrial products had low growth compared to 2020 such as: beer of all kinds, refined tin, packaging...; agricultural products had difficulty in consumption. In addition, investment promotion and attraction faced many difficulties because investors could not come to the locality to survey and implement investment procedures.

With creative, flexible and drastic management, leadership and direction, the total state budget revenue in 2021 of the province is estimated at 17,687 billion VND, exceeding 26% of the estimate, equal to 989% compared to the same period in 2020. Of which, domestic revenue is estimated at 16,075 billion VND, equal to 125.17% of the estimate, equal to 96.05% compared to the same period. Excluding land use fees and lottery revenue, domestic revenue is estimated at 11,315 billion VND, reaching 115.6% of the estimate, up 1.5% over the same period in 2020. In 2022, Nghe An sets stable targets for budget revenue, but the revenue is not high due to expected difficulties. The province will synchronously implement solutions to support and promote growth in industries and sectors associated with economic restructuring, improving productivity, quality, efficiency and competitiveness, effectively exploiting revenue sources, strengthening support for businesses, and ensuring that the 2022 budget revenue reaches the target as planned.
