To ensure security and safety for cheering activities for the Vietnam National U23 football team in the final match on the afternoon of January 27, 2018, the People's Committee of Nghe An province issued dispatch No. 01/CD-UBND dated January 25, 2018.

Provincial People's Committee requests:

1. Provincial departments, branches, sectors, unions, People's Committees of districts, cities and towns must thoroughly educate cadres, party members, civil servants, public employees and workers in agencies and units to strictly comply with the provisions of the law on ensuring security, order and traffic safety during the process of cheering for the national team. Especially, propagate and mobilize people not to participate in illegal racing; not to speed, overtake recklessly, weave, zigzag, carry more people than the prescribed number; wear helmets when riding motorbikes and scooters; limit crowds in public places...

2. The Department of Information and Communications directs press agencies; Nghe An Newspaper, Provincial Radio and Television Station to increase propaganda, guide people to cheer and support the National U23 team with a joyful, excited and cultured atmosphere; condemn and absolutely do not support acts that violate the law on security, order and traffic safety as well as extreme and offensive acts that go against the fine customs and cultural traditions of the nation.

3. The Provincial Police, Department of Transport, Provincial Fire Police, Provincial Youth Union, People's Committees of districts, cities and towns mobilize maximum forces and means to strengthen the implementation of solutions to ensure security and order, traffic safety and order, fire prevention and fighting concentrated on key routes, locations, areas, densely populated areas..., promptly detect, prevent and strictly handle all organizations and individuals taking advantage of the situation to cause insecurity and order, traffic safety, especially illegal racing and organizing illegal racing, illegal fireworks, excessive cheering, offensive, unethical, illegal acts... 4.
