(Baonghean.vn) - On October 8, the Chairman of the Provincial People's Committee - Head of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Nghe An province issued a telegram to respond to the developments of storms and heavy rains and floods in the context of the complicated developments of the Covid-19 epidemic.

According to the North Central Hydrometeorological Station, this morning (October 8), the tropical depression has strengthened into a storm, storm No. 7 with the international name LionRock. In the coming days, due to the influence of the storm, combined with the strengthening cold air, Nghe An province from October 10 to 12, is likely to be directly affected by storm No. 7 and there will be a period of heavy to very heavy rain and thunderstorms. There is a high risk of flash floods, landslides in mountainous areas and flooding in low-lying, low-lying areas, and along rivers.

1. Strictly implement the content of Official Dispatch No. 1311/CD-TTg dated October 6, 2021 of the Prime Ministeron proactively implementing response to storms and floods; Official Dispatch No. 13/CD-TWPCTT dated October 5, 2021 of the Standing Office of the Central Steering Committee for Natural Disaster Prevention and Control - Office of the National Committee for Incident, Disaster Response and Search and Rescue; Official Dispatch No. 28/CD-UBND dated September 6, 2021 of the Provincial People's Committee and Document No. 6798/UBND-NN dated September 16, 2021 of the Nghe An Provincial People's Committee on response to natural disasters and floods in the context of complicated developments of the Covid-19 pandemic.

2. Directing the organization to ensure safety of sea routes:Strictly manage the departure and counting of ships and boats, especially fishing boats operating in the storm-affected area; maintain communication with the owners of the vessels to promptly handle any bad situations that may occur. Direct, organize calls and guide ships and boats (including fishing boats, transport ships, and construction ships) to escape from dangerous areas or to safe shelters; create conditions for fishing boats and fishermen from other localities to take shelter; inspect and guide the anchoring of ships and boats at the anchorage area; deploy work to ensure the safety of people and property on islands and aquaculture cages at sea and in coastal areas.

3. Directing the organization to ensure safety on land

- Review and proactively deploy response plans for storms, floods, flash floods, and landslides in accordance with specific local conditions, especially plans to relocate and evacuate people to ensure safety and prevent and control the Covid-19 epidemic; prepare forces, means, and essential equipment according to the "4 on-site" motto to respond to strong storms, major floods, widespread flooding, low-lying areas, flash floods, and landslides in mountainous areas, especially in areas that have experienced floods and landslides in 2020, and be ready for situations that cause separation and isolation of areas.

- Deploy measures to protect production, dike protection plans, and protect key areas; organize appropriate operations, ensure safety of lakes and dams, especially key lakes and dams, small hydroelectric reservoirs, and works under construction or repair; arrange forces, materials, machinery, and equipment to be ready to respond and handle any situations that may arise.

- Deploy shock force activities at the grassroots level; control, guide, and divert traffic, especially through culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes.

- Propagate and instruct people on skills to ensure safety and limit risks during floods; strictly prohibit people from collecting firewood, fishing, etc. on rivers, streams, downstream lakes, and dams during floods; organize calls for people in the forest to return to avoid human losses; absolutely do not let people have subjective thoughts before, during, and after floods; pay special attention and monitor children living in affected areas.

4. North Central Region Hydrometeorological Station:Closely monitor, forecast, warn, and promptly provide information on developments of tropical depressions, storms, floods, flash floods, and landslides so that relevant agencies and people know and proactively deploy response measures.

5. Department of Industry and Trade:Directing hydropower reservoir owners to strictly implement regulations on dam safety management and inter-reservoir operation procedures; closely coordinating with local authorities to promptly provide information and ensure safety for people, especially in emergency flood discharge situations; inspecting the work of ensuring the safety of the power grid system, maintaining supply when rain and floods occur, especially ensuring electricity for flood control and drainage works; ensuring the reserve and supply of goods and necessities to serve people's needs.

6. Department of Agriculture and Rural Development:Directing the work of ensuring the safety of lakes, dams, and irrigation works, especially weak lakes and dams, full lakes, works under construction and repair; harvesting rice and crops with the motto "green house is better than old field", protecting agricultural production. Directing the operation of main drainage axes and final drainage sluices of the system to carry out buffer drainage and prepare plans for flood drainage when heavy rain occurs.

7. Department of Transport:Direct traffic control and guidance at culverts, spillways, and deeply flooded areas, arrange forces, materials, and vehicles to promptly handle incidents, and ensure smooth traffic on main traffic routes.

8. Provincial Military Command, Provincial Border Guard Command, Provincial Police:According to their functions and tasks, direct units to review response plans, be ready to deploy forces and means to support evacuation, relocation of residents, search and rescue, response and overcoming the consequences of storms and floods when required; ensure absolute safety of people's lives and property, security and social order.

Department of Health:Direct the work of ensuring safety in preventing and fighting the Covid-19 epidemic, especially in concentrated evacuation areas and quarantine areas; direct the work of ensuring safety and creating favorable conditions for disaster prevention and control forces to perform their tasks.
