Nghe An issues telegram to respond to storm YINXING
At 6:00 p.m. on November 6, Nghe An province issued Official Dispatch No. 09/CD-VPTT, directing proactive measures to respond to storm YINXING, which is forecast to enter the East Sea on November 8.
Implementing the Official Dispatch No. 8356 dated November 6 of the Ministry of Agriculture and Rural Development on responding to storm YINXING near the East Sea, Nghe An has Official Dispatch No. 09/CD-VPTT, directing proactive measures to respond to the storm. The Official Dispatch clearly states:
According to the National Center for Hydro-Meteorological Forecasting, storm YINXING is active in the sea northeast of Luzon Island (Philippines); on November 8, the storm is forecast to enter the East Sea with a level 13 intensity, gusting to level 16.

To proactively respond to the developments of storms and heavy rains, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense requests the Steering Committees for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense of districts, cities and towns; and related departments, branches and sectors to:
For at sea:
Closely monitor the storm's developments; manage vessels at sea; organize the counting of ships and boats; notify owners of vessels and captains of ships and boats operating at sea of the location, direction of movement and developments of the storm so that they can proactively avoid, escape or not move into dangerous areas.
Dangerous area in the next 48 hours: From latitude 17.0-21.0 degrees North, east of longitude 118.0 degrees East (dangerous area is adjusted according to forecast bulletins).

For on land:
Check, review, and proactively evacuate people in areas at risk of deep flooding, flash floods, and landslides to safe places. Check measures to ensure the safety of reservoirs and downstream areas; proactively operate reservoirs to ensure flood capacity according to regulations and be ready to handle possible situations.
North Central Region Hydrometeorological Station: Closely monitor, forecast, warn, and promptly inform about storm developments to proactively deploy response measures.
Agencies: Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and mass media increase information and communication about the developments of storms and heavy rains to authorities at all levels, owners of vehicles operating at sea and people to know to proactively prevent and respond promptly and effectively.
