Nghe An urgently clears land for North-South expressway

The North-South Expressway project is a national key project, requiring urgent progress. Currently, the People's Committee of Nghe An province is closely coordinating with the Ministry of Transport to regularly urge and direct departments, branches, and districts where the route passes through to focus on site clearance.

Dien Chau is one of the districts with the longest North-South expressway running through it, 26.68 km.

According to the map excerpt, the house of Mrs. Nguyen Thi Luc's family, hamlet 7, Dien Cat commune will lose 2/3 when implementing the North-South expressway project. Although the house has been attached for decades, with the view of creating favorable conditions for the route passing through the commune, when being propagated and mobilized, her family is willing to give up the house and garden with an area of ​​700m2.²to move to a new place.

Dien Cat is the area with the longest North-South expressway in the district, 4.3 km. The number of households that had to be relocated was 60, accounting for nearly 40% of the total households in the district, and the cemetery in hamlet 7 with 100 graves and hundreds of hectares of land affected had to be relocated.

Currently, the construction of an overpass across the North-South Expressway at the intersection with National Highway 48 through Dien Yen and National Highway 7B through Dien Dong commune will directly affect the daily life and especially the production and business of 63 households on both sides of the overpass. The Ministry of Transport has decided to build additional underpasses at these points, creating favorable conditions for people to travel conveniently.

The North-South Expressway project passing through 12 communes of Dien Chau district has a total length of about 26.68 km. The affected land area is nearly 2.2 million hectares.m². 153 households must be resettled and 400 graves must be relocated. The People's Committee of Dien Chau district has established 2 Compensation, Site Clearance and Resettlement Councils to implement the project..

Immediately after completing the installation of more than 2,000 land clearance markers, Dien Chau has completed the detailed measurement and extraction of each affected household. The District People's Committee has completed the meeting with the people, the Provincial People's Committee has approved the selection of survey locations and planned 9 resettlement locations in the affected communes.

Quynh Luu has now completed the measurement of 6 communes Quynh Tan, Quynh Van, Quynh Hoa, Quynh My, Quynh Lam, Quynh Giang. Mr. Hoang Danh Lai - Secretary of the District Party Committee said that Quynh Luu considers the work of land acquisition for the expressway an important task, has carried out measurements, propaganda and determined 2 resettlement locations, one of which is in Quynh Hoa and one in Quynh Tan and is preparing to carry out compensation work.

Regarding the measurement, Hoang Mai, Quynh Luu Dien Chau, Nghi Loc, Yen Thanh have completed the measurement. In Hung Nguyen, 7/13 communes have been measured, but not yet measured: 6 communes: Hung Dao, Hung Chau, Hung Khanh, Hung Phu, Thi Tran, Hung Thong. Regarding the capital for land acquisition, up to now, Project Management Board 6 has allocated 660 billion VND.

According to the report of Nghe An Department of Transport, the North-South Expressway project through Nghe An has completed the handover of site clearance piles for 38/38 communes, reaching 100%.

Resettlement work is the most difficult and complicated work. According to reports from districts and towns, it is estimated that about 767 households will have to be resettled, in whichthere(Hoang Mai town 200 households; Quynh Luu district 85 households; Dien Chau district 153 households; Yen Thanh district 39 households; Nghi Loc district 50 households; Hung Nguyen district 240 households).

By July 2019, Quynh Luu had selected 2/4 locations, Dien Chau had selected 9 locations and submitted them to the Provincial People's Committee and they were also approved by the Provincial People's Committee. Nghi Loc had selected 2 locations, Nghi Dong and Nghi Phuong. Hung Nguyen district had selected 13 locations.

Regarding the relocation of technical infrastructure works, the People's Committees of districts and towns are currently inspecting and reviewing affected works to develop plans.

The Department of Transport is requesting localities to focus on site clearance (GPMT). Hung Nguyen in particular needs to speed up the progress of measurement and extraction. For the section passing through agricultural land: Expected to be completed in March 2020 (after 9 months from the date of handing over the site clearance pile). For the section passing through residential land and gardens but not subject to resettlement, GPMT will be completed in April 2020 (after 10 months from the date of handing over the site clearance pile).

As for the road section passing through residential land and gardens, resettlement arrangements must be made, expected to be completed in October 2020 (16 months after the date of handover of site clearance piles). Construction of resettlement areas is expected to be completed in April 2020.

To facilitate site clearance, the Provincial People's Committee and the Department of Finance guide and resolve difficulties and problems for the People's Committees of districts and towns in accordance with the regulations and functions of the sector. Responsible for appraising compensation, support and resettlement plans under the authority of the Provincial People's Committee approved on the basis of documents prepared by the Organization in charge of compensation and site clearance. Coordinate with relevant sectors to resolve problems in determining investment costs for remaining land and support policies.

Nghe An Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over and coordinate with relevant localities, departments and branches to advise the Provincial People's Committee on converting forest use purposes to other purposes according to the provisions of the Forestry Law; coordinate with the Department of Natural Resources and Environment and localities to advise on land recovery and conversion of land use purposes for all types of land according to the provisions of the Land Law.

Assign the Department of Natural Resources to guide and resolve difficulties and problems for the People's Committees of districts and towns in accordance with the regulations and functions of the sector. Assign localities to strictly manage the area before and after land acquisition and clearance, not to allow illegal construction of architectural works, tombs, planting trees... for profit; Not to allow re-encroachment after compensation for land acquisition and clearance.
