Nghe An is ready to operate a two-level local government - a historic, comprehensive reform of the nation.
Tomorrow (June 30), Nghe An, along with 33 provinces and cities nationwide, will hold a ceremony to announce the Resolution of the National Assembly Standing Committee and the Decision of the Provincial Party Committee on the establishment of Party organizations, the Fatherland Front; personnel of Party committees and authorities of communes and wards to officially come into operation from July 1, 2025. The event marks the change of the local government model from 3 levels to 2 levels.
Prepare thoroughly for effective conversion
To organize according to the 2-level local government model (province and commune, eliminating the district level), 32 communes and towns in Do Luong district are arranged into 6 communes: Do Luong, Bach Ngoc, Van Hien, Bach Ha, Thuan Trung and Luong Son.
Recently, the leaders of Do Luong district have focused on directing the completion of necessary conditions to operate under the new organizational model. Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Do Luong district Hoang Van Hiep (will assume the position of Secretary of the Party Committee of Do Luong commune) said: The biggest difficulty at present is the material conditions, especially the system of working headquarters and technology infrastructure that do not meet the requirements (except for Do Luong commune).

However, Do Luong district has proactively built a specific roadmap and clearly assigned tasks to each department and professional division to ensure preparation progress. The focus is on accelerating the establishment of the Commune-level Public Administration Service Center, considering this an important foundation to improve the quality of service to people and organizations right from the beginning. To improve the implementation capacity of commune-level officials, recently, the district has assigned the District Public Administration Service Center to directly train and provide "hands-on" guidance on administrative record processing skills on the system for the staff of newly merged communes.
According to Resolution No. 1678/NQ-UBTVQH15 on the arrangement of commune-level administrative units in Nghe An province in 2025, approved by the National Assembly Standing Committee on June 16, 2025, after the arrangement, Nghe An province has 130 commune-level administrative units, including 119 communes and 11 wards. In order to meet the requirements of synchronous and interconnected connection between the two levels (province, commune) and with the Central Government, in the past time, Nghe An province has focused on preparation work, especially in the field of providing online public services.

Deputy Chief of Office of the Provincial People's Committee Dao Quang Thien said that, up to now, Nghe An has successfully completed the integration of 1,712 provincial-level administrative procedures onto the National Public Service Portal (at the address:https://dichvucong.gov.vn).
Completing this integration is an important preparation step when the Provincial Public Service Portal interface will be officially closed according to the Government's roadmap.
From July 1, 2025, people and businesses only need to use a single address above to look up, submit documents and monitor the progress of administrative procedures. After receiving documents, the National Public Service Portal will automatically transfer information to the Public Administration Service Centers at the provincial and communal levels to receive, process and return results on time to people and organizations according to their authority.

Regarding technical infrastructure, Director of the Department of Science and Technology Nguyen Quy Linh said that the unit has reviewed the entire status of information technology equipment in new communes. On that basis, the Department submitted to the Provincial People's Committee 2 options for investing in terminal equipment: Either synchronous investment from the provincial budget to ensure system connectivity, or assign communes to invest autonomously according to the minimum level.

The Department has also developed a “Commune-level Public Administration Service Center Operation Manual”, including detailed instructions on personnel organization, handling common situations, technical incident response plans, reporting procedures, etc. to support localities in proactively handling work as soon as the new model is put into operation; at the same time, a 24/7 interdisciplinary working group has been established, including the Provincial People's Committee Office, the Department of Science and Technology, the Provincial Police and telecommunications enterprises such as VNPT and Viettel. This working group has played a role in providing technical support during the implementation process in the communes, ensuring smooth operation.
“V"Marching and lining up"
Implementing Conclusion No. 160-KL/TW of the Politburo and Secretariat on promoting decentralization and delegation of power associated with the 2-level local government organization model, the Law on Organization of Local Government (amended) and 28 decrees clearly defining the functions and tasks between levels of government have been issued. The consistent motto is "locality decides, locality acts, locality takes responsibility", aiming at modern, effective local governance and serving the people.

According to the new orientation, 1,065 tasks and authorities currently under the district level will be transferred to the commune level and specialized departments at the commune level for implementation. This is a profound reform step, requiring careful preparation of facilities, technological infrastructure, human resources, operational procedures and especially the sense of responsibility and service attitude of the grassroots staff.
In particular, it is expected that more than 460 administrative procedures will be decentralized and delegated to the commune level for direct handling, of which 185 procedures already had procedures before the commune level (old), and the remaining 278 new procedures do not have standard procedures. This is a profound reform step, placing high demands on facilities, technological infrastructure, human resources, professional processes and service spirit of grassroots staff.

To proactively adapt, Nghe An Provincial People's Committee held an online conference to test the entire information system serving the 2-level local government model with 130 commune and ward connection points across the province.
At the same time, the province deployed 5 key technology platforms as the foundation for localities to effectively operate commune-level digital government in the new model, including: Administrative procedure settlement information system; Document management and operation system; Data integration and sharing platform; Reporting information system; Online meeting platform.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Le Hong Vinh recently inspected Dong Loc and Do Luong communes; in particular, he paid close attention to the organization and operation of the commune-level public administrative service center - a department that plays a key role in receiving and handling administrative procedures for people and businesses.
Anticipating initial difficulties, he requested commune leaders to uphold their sense of responsibility, directly direct and participate in resolving administrative procedures, promptly receive and handle people's feedback and recommendations right from the beginning.
The commune needs to clearly assign each officer in charge to support and guide people in completing procedures, ensuring a smooth process and avoiding congestion. At the same time, it is necessary to carefully prepare the necessary conditions to receive, process and return documents on time, avoiding negative feedback, which can be exploited and distorted by hostile forces. The consistent spirit is to cultivate people's trust, so that they gradually believe in the 2-level local government model.
The Chairman of the Provincial People's Committee has directed the Provincial People's Committee Office and the Department of Science and Technology to select Do Luong commune, which has sufficient infrastructure and staff capacity, to serve as a model commune in implementing administrative procedure reform at the public administrative service center; thereby serving as a basis for replication and guidance for the remaining 129 communes and wards in the province.

Immediately afterwards, at a thematic meeting on shortening the time to process administrative procedures, the Chairman of the Provincial People's Committee requested departments, branches and sectors to strengthen training and professional development for cadres and civil servants, especially at the commune level, using the "hands-on" method. At the same time, hotlines were urgently established to guide and support the grassroots in handling arising situations.
For administrative procedures that do not have a standard process, the guiding principle is to "march while lining up", not waiting for complete synchronization before starting implementation.
Departments and branches need to proactively review and standardize procedures according to instructions from central ministries and branches. Clear contents should be implemented first, unclear contents should be updated later to promptly guide commune levels to implement, ensuring that the whole province has a unified and synchronized process for each procedure.
After completing the entire system of regulations and procedures, the Provincial People's Committee will issue a "Common Instruction Manual" as an official document to be deployed throughout the province.
