Chairman of Nghe An Provincial People's Committee requested training on administrative procedure handling skills for commune-level officials in the form of 'hand-holding and showing how to do things'
The Chairman of the Provincial People's Committee requested departments and branches to strengthen training in the form of "hands-on instruction" for commune-level officials and civil servants to ensure that the handling of administrative procedures in the new model is smooth and effective.
On the morning of June 27, the People's Committee of Nghe An province held a meeting to listen to and give opinions on the situation and results of the review and reduction of time for handling administrative procedures (AP) under the State management of provincial departments, branches and sectors in Nghe An province.

Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
Attending the meeting were directors of departments, heads of departments and branches under the Provincial People's Committee and focal officers controlling administrative procedures; representatives of leaders and specialists of the Administrative Procedure Control Department, Provincial Public Administration Service Center.
Many administrative procedures have had their processing time reduced by over 50%.
According to Resolution No. 66/NQ-CP of the Government, ministries, branches and localities are responsible for reviewing, reducing and simplifying administrative procedures related to production and business activities.

The goal is to reduce administrative procedure costs by at least 30%, business conditions by 30%, and procedure processing time by 30%. This is an important solution to create a favorable environment for businesses, promote economic growth, and contribute to realizing the national GDP growth target of 8% or more in 2025.
On that basis, the People's Committee of Nghe An province has requested departments, branches and localities to urgently review, reduce and simplify administrative procedures related to production and business according to the Government's goals; especially in terms of time, the province strives to shorten at least 40% of the processing time compared to present.

The implementation process must ensure the principle of "5 clear": clear implementer, clear work content, clear time, clear results and clear responsibilities; as a basis for evaluation, measurement, inspection, supervision and improvement of administrative reform effectiveness throughout the province.
According to the Provincial People's Committee Office, 11/13 departments and branches have reviewed and reported results on 854 administrative procedures under their management, proposing to reduce processing time for 287 administrative procedures; in particular, many administrative procedures have been reduced by over 50% such as at the Department of Construction and the Department of Industry and Trade.

In addition, the Office of the Provincial People's Committee, with its independent review function, has researched and evaluated through reports on the results of receiving administrative procedure dossiers of provincial departments, branches, and People's Committees at all levels in the province from 2023 to present to appraise, synthesize, and recommend 95 administrative procedures that are eligible for reduction and are feasible. After the time reduction plan is implemented, the cost savings for people, businesses, and society are expected to be more than 60 billion VND/year. The cost reduction rate is 22%.
At the meeting, leaders of departments and branches reported on the results of reviewing and reducing the time to handle administrative procedures, thereby clarifying the situation and results of the review and recommendations to reduce the time to handle administrative procedures for administrative procedures under the scope of State management functions; solutions and roadmap for implementing tasks in the coming time.

"Marching and lining up"
Although in the transitional period between the 3-level to 2-level local government organization model, many administrative procedures are being re-decentralized between ministries, branches, provincial and communal levels, so reviewing and reducing the time to handle administrative procedures is facing many difficulties.

However, with the achieved results, Chairman of Nghe An Provincial People's Committee Le Hong Vinh assessed that the agencies and units have closely followed the regulations and instructions of the central ministries and branches and the Government's steering framework to implement the tasks. Besides, there are still some units that have not submitted the review results report, he requested these units to urgently complete the report and send it to the Provincial People's Committee Office for synthesis.
The Chairman of the Provincial People's Committee noted a number of tasks in the coming time to effectively implement the goals of administrative procedure reform in the coming time. Accordingly, he requested departments, branches and sectors to continue to focus on reviewing administrative procedures in key areas according to the requirements of Resolution No. 66/NQ-CP dated March 26, 2025 of the Government and Plan No. 254/KH-UBND dated April 16, 2025 of the Provincial People's Committee; at the same time, it is necessary to better coordinate the settlement of administrative procedures between sectors, especially between the Natural Resources and Tax sectors; continue to innovate the methods of receiving, settling and reviewing, and developing plans to reduce and simplify administrative procedures.

The Chairman of the Provincial People's Committee assigned the Provincial People's Committee Office to complete the draft Decision approving the Plan to simplify administrative procedures for the reviewed administrative procedures, collect comments from departments and branches for promulgation; departments and branches shall take the lead in coordinating with the Provincial People's Committee Office to advise the Chairman of the Provincial People's Committee to develop internal procedures and electronic procedures for the reviewed administrative procedures, reducing the processing time to implement the decision approving the simplification plan as required.
In particular, through on-site inspections and understanding the situation at the grassroots level, the Chairman of the Provincial People's Committee spent a lot of time analyzing and pointing out the challenges and pressures facing the commune level in handling administrative procedures when the 2-level local government organization model (province, commune) officially comes into operation from July 1, 2025.
Therefore, to ensure that the reception and settlement of administrative procedures for people and businesses in the new model is smooth, effective, and in line with the orientation of "being close to the people, serving the people", the Chairman of the Provincial People's Committee requested departments, branches and sectors to proactively strengthen training and fostering to improve the professional qualifications of cadres, civil servants and public employees; especially commune-level cadres and civil servants in the form of "holding hands and showing work", and at the same time, establish a hotline to promptly guide and support commune-level people in handling situations arising during the performance of tasks.

In the immediate future, in accordance with the spirit of "marching while lining up", not being perfectionist or expecting complete synchronization, provincial departments and branches need to proactively review and complete the contents under their management based on vertical guidance from central ministries and branches; from there, promptly issue or advise on the issuance of guiding documents for commune level implementation, ensuring synchronization of procedures and forms throughout the province for administrative procedures.
After fully systematizing the regulations, procedures and related contents, the Provincial People's Committee will issue a handbook and manual for common use throughout the province, as a basis for unified and synchronous implementation at all levels of local government. The Chairman of the Provincial People's Committee assigned the Provincial People's Committee Office to preside over and coordinate with relevant departments and branches to discuss and provide specific advice in this direction, in order to ensure unified and effective direction throughout the province in the process of converting the local government organization model from 3 levels to 2 levels.
