Nghe An organizes trial operation of 2-level local government service systems
On the morning of June 27, the People's Committee of Nghe An province organized a trial operation of the Systems serving 2-level local government.
The conference was connected online with 130 commune and ward level bridges in the province.
Chairing at the Provincial People's Committee bridge were comrades: Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; Nguyen Quy Linh - Director of the Department of Science and Technology.

Implementing Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus; based on the direction of the Ministry of Science and Technology in Official Dispatch No. 2619/BKHCN-CĐSQG dated June 23, 2025, on June 24, 2025, the Provincial People's Committee issued a plan to deploy 5 important Information Platforms/Systems (Administrative Procedure Information System; Document Management and Operation System; Data Integration and Sharing Platform; Reporting Information System; Online Meeting Platform) in Nghe An province.

At the conference, representatives of the Department of Science and Technology presented the plan to deploy 5 important information platforms/systems in Nghe An province.
At the same time, the conference deployed the trial operation of the VNPT-Ioffice document management and operation software system of Nghe An province and the data integration and sharing platform.

Next, the Provincial People's Committee Office deployed a pilot operation of the administrative procedure settlement system and the reporting information system of Nghe An province; piloted the operation of receiving and handling administrative procedures for people and businesses at the Do Luong Commune Public Administration Service Center.
Discussing at the conference, local representatives proposed difficulties and problems related to transmission lines, procedures for establishing commune-level public administrative centers, etc.

Speaking at the conference, comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee emphasized: Through the preparation time of the Provincial People's Committee Office, the Department of Science and Technology and other units and localities, the Provincial People's Committee organized this online conference to review and evaluate the upgrading and development process to meet the requirements of administrative unit arrangement and new model.
At the same time, organizing the trial operation of information systems serving the activities of the People's Committees of communes and wards to practice and perfect the steps, processes and tasks in directing and operating activities in the digital environment. Timely identifying problems and difficulties in the process of implementing directing and operating activities in the digital environment to soon have a plan to upgrade the system, adjust the management regulations, and operate information systems to suit the new situation.

Thereby, strengthening and proactively improving the ability to receive, resolve and return results of administrative procedure records of the People's Committee and of commune and ward officials and civil servants for individuals and organizations with requests to resolve administrative procedures; ensuring smoothness, continuity, speed, effectiveness and efficiency; close to the people, close to the people and serving the people best.
Comrade Bui Dinh Long requested the conference participants to focus on and closely follow the general and specific goals by June 30, 2025 in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee; promptly, synchronously and effectively deploy the tasks of all levels, sectors and localities to ensure the following requirements: Resolute, urgent; synchronous, comprehensive; substantial, effective; responsible, clear; information security, confidentiality.

During the trial operation, localities need to review and carefully prepare human resources, equipment, facilities and necessary conditions at the Public Administration Centers at the commune and ward levels. During the operation, localities need to report difficulties and problems to the provincial steering committee for timely resolution.

At the same time, direct training in the direction of "hands-on instruction" is conducted to improve professional skills for cadres assigned to work at the Commune and Ward Public Administration Centers; groups are established to guide people in the electronic environment at the Commune and Ward Public Administration Centers to ensure smooth, continuous, effective and efficient operations to best serve the people and businesses.
