The Commune-level Public Administration Service Center will have its own seal and account; the organizational structure will include commune-level leaders, professional civil servants and contract staff to serve people regardless of administrative boundaries.

On the morning of June 15, the National Conference on training on the organization and operation of Party organizations, government, Fatherland Front and socio-political organizations at the commune level according to the new model continued to take place in both in-person and online formats.

At the conference, comrade Tran Van Son - Member of the Party Central Committee, Minister, Head of the Government Office presented the topic on the functions, tasks and organizational structure of the Public Administration Service Center at the provincial and communal levels. This is one of the key contents in implementing the two-level local government model (province, commune) to replace the traditional three-level model (province, district, commune) from July 1, 2025.

Establishment of Commune-level Public Administration Service Center

According to information from the Minister, Head of the Government Office, Decree No. 118/2025/ND-CP issued by the Government on June 9, 2025 specifically stipulates the implementation of administrative procedures under the one-stop and inter-connected one-stop mechanism at the One-stop Department and the National Public Service Portal.

At the commune level, the People's Committee at the commune level is authorized to decide to establish the Commune-level Public Administration Service Center - a new administrative organization under the People's Committee at the commune level, with legal status with its own seal and account.

The organizational structure of the Center includes a Director who is a Vice Chairman of the People's Committee at the commune level and a Deputy Director with a title equivalent to the Head of a specialized department of the People's Committee at the commune level.

The center uses a staff of civil servants and public employees managed by the People's Committee at the commune level; professional staff sent by local central vertical agencies and contracted personnel from service providers.

No longer limited by administrative boundaries

One of the breakthrough contents in Decree 118 is the expansion of the scope of receiving and handling administrative procedures, accordingly, people can carry out administrative procedures at any Public Administration Service Center in the province, regardless of their place of residence or registered address.

Specifically, the Provincial Public Administration Service Center and the Commune Public Administration Service Center receive administrative procedures regardless of administrative boundaries within the province, including:

Administrative procedures are under the jurisdiction or inter-resolve of the Provincial People's Committee, the Chairman of the Provincial People's Committee, and specialized agencies under the Provincial People's Committee.

Administrative procedures are under the authority of the People's Committee at the commune level, the Chairman of the People's Committee at the commune level, and specialized agencies under the People's Committee at the commune level in the province.

Administrative procedures are under the jurisdiction or inter-jurisdiction of agencies organized according to the vertical sector system at the local level; administrative procedures are under the jurisdiction of ministries and sectors assigned to localities for receiving.

People and organizations can submit applications and receive settlement results through many flexible forms: Directly at the One-Stop Department; through public postal services as prescribed by the Prime Minister, through hiring services from businesses, individuals or through authorization as prescribed by law, or online at the National Public Service Portal.

Decree No. 118/2025/ND-CP

Minister and Head of the Government Office Tran Van Son requested the People's Committees and Chairmen of the People's Committees of provinces and centrally-run cities to focus on directing the issuance of a list of administrative procedures to be implemented regardless of administrative boundaries within the province according to the roadmap, ensuring the completion of 100% of administrative procedures to be implemented regardless of administrative boundaries within the province by December 2025.

At the same time, organize the reception, digitization, settlement, and return of administrative procedure results to ensure smooth, effective, seamless, and uninterrupted operations in the implementation of administrative procedures for people and businesses from July 1, 2025; urgently integrate and provide 100% of online public services on the National Public Service Portal before June 20, 2025; review and re-evaluate the online public services currently provided (full and partial online public services)...

At the provincial level, the Provincial People's Committee decides to establish the Provincial Public Administration Service Center as an administrative organization under the Provincial People's Committee Office, with its own seal and account to perform assigned tasks and powers.

The leaders of the Provincial Public Administration Service Center are appointed by the Chairman of the Provincial People's Committee, including 1 Director equivalent to Deputy Chief of Office of the Provincial People's Committee or concurrently held by Deputy Chief of Office of the Provincial People's Committee; no more than 3 Deputy Directors equivalent to Heads of Departments of the Provincial People's Committee Office.
