After the administrative unit arrangement, new commune-level administrative units will be formed, including communes, wards and special zones.
Specifically, the special zone is a commune-level local government with an organizational structure consisting of the People's Council and the People's Committee. In which, the People's Council at the commune level establishes two committees: the legal committee and the socio-economic committee.
After the arrangement, there will be 13 special economic zones: Phu Quoc, Tho Chau, Van Don, Co To, Cat Hai, Truong Sa, Hoang Sa, Phu Quy, Kien Hai, Bach Long Vi, Con Co, Ly Son, Con Dao.
The Ministry of Home Affairs said that the People's Committee at the commune level (including special economic zones on islands) organizes a maximum of 4 specialized departments and equivalents suitable to the characteristics of urban, rural and island areas.
Specifically, they include: Office of the People's Council and People's Committee; economic department (for communes and special zones) or economic, infrastructure and urban department (for wards and special zones in Phu Quoc); cultural and social department; and public administrative service center.
In case the commune-level administrative unit remains the same (no arrangement), there may be no specialized departments. The Government plans to arrange an additional vice chairman of the People's Committee and a number of civil servants for the People's Committee at the commune level where there is no specialized department and assign the provincial-level local government to make specific decisions for each commune-level administrative unit in the area.
Thus, after the merger, communes, wards and special zones will have one public administrative center. It is expected that the center will have the task of advising and assisting the People's Committee at the commune level in performing tasks related to building e-government; organizing and implementing the one-stop and one-stop mechanism in handling administrative procedures and providing public services directly to people, organizations and businesses in the area.
This center also coordinates with central government agencies organized vertically in the province or region to receive and handle administrative procedures of people and businesses at the commune level.
Mr. Phan Trung Tuan - Director of the Department of Local Government, Ministry of Home Affairs said that the organization of new Public Administration Service Centers is an initial proposal. Agencies are researching and issuing specific regulations in the Government's decree on specialized agencies at the provincial and communal levels.
Accordingly, this decree will specifically regulate the assessment of indicators such as population size, natural area, functions, specific tasks and powers in each field of each locality.
Currently, the Ministry of Home Affairs is continuing to consult with localities on this content to choose a suitable model, associated with the requirements for handling administrative procedures of people, organizations and businesses in each locality.
