At the meeting, delegates listened to and gave their opinions on the Investment Project to build a high-end urban and commercial service area in Vinh Tan ward and the investment in building Le Mao road (Vinh city) phase 3, the Draft Action Plan to implement the 9th Central Resolution (11th term) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development.

Investment project to build a high-end urban and commercial service area in Vinh Tan Ward with a scale of about 44 hectares in Vinh Tan Ward, Vinh City. The total investment is expected to be 1,450 billion VND; The project implementation progress is expected to be 5 years, with the goal of building the first model urban area in Vinh City with full technical infrastructure, synchronous urban landscape architecture, spacious and environmentally friendly, with a system of convenient service spaces, combined with green space and a system of villas, townhouses, and commercial centers built synchronously with quality to meet the requirements of a model high-end urban area.

Le Mao Road construction investment project phase 3 under the form of Build - Transfer (BT) contract. The total length of the route is 1,182.79m, starting point from Km 1 + 202.37 at the intersection of Vinh River dike road and ending point Km 1 + 274.22 at the intersection of Vinh city bypass road; The total estimated investment is more than 287 billion VND. According to the direction, the route on the planning map to build the route, the total land area to be recovered is 54,300m2, of which the compensation land area is 41,958.7 m2, the recovered area is 12,341.3 m2.

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: The construction of this model urban area will expand space for Vinh city.

After listening to the investor and the consulting team present their ideas, the comrades attending the meeting expressed their opinions on the project. Secretary of the Provincial Party Committee Ho Duc Phoc affirmed that this is a project with a correct, scientific and convenient approach, promising that this will be the first model urban area in Vinh city in particular and Nghe An in general.

The Provincial Party Secretary requested the investor and the consulting team to focus on some infrastructure such as community cultural houses, schools, hospitals, sports areas and parking lots, and to have appropriate water supply and drainage systems. He also requested the Provincial People's Committee and departments, branches and sectors to create conditions and guide the investor through licensing procedures to soon implement the project.

Regarding the Draft Action Plan to implement the Central Resolution 9 (11th term) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development, the Provincial Party Secretary requested the Provincial People's Committee to complete the draft, focusing on a number of key and central contents such as promoting the cultural and historical traditions of Nghe An people, building cultural people, cultural families, cultural villages and communes and paying attention to preserving historical and cultural relic sites.
