Implementing the Resolution of the 13th National Party Congress, on March 16, 2022, the Politburo issued Resolution No. 12-NQ/TW on promoting the building of a clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation.
Implementing Decree 42/2021/ND-CP dated March 31, 2021 of the Government regulating the establishment of regular commune and town police, in recent times, regular police forces taking up positions of commune police have effectively promoted their functions and tasks in all aspects, creating positive and clear changes in the work of ensuring security and order right at the grassroots level; being recognized, trusted, credited and highly appreciated by local Party committees and authorities at all levels and the people.
Currently, Nghe An Provincial Police force has arranged at least 5 regular police officers/commune, town, completing the regular police model in 428 communes and towns (by September 2022, completed in 100% of commune and town police in the province; the number of police officers is expected to increase to 10 officers/commune, town).
The Commune and Town Police force has been and is comprehensively implementing the functions, tasks and powers assigned according to Circular 46/2021/TT-BCA, dated May 5, 2021 of the Ministry of Public Security stipulating the functions, tasks and powers of the Commune Police (like the Ward Police).
However, currently, due to the lack of working headquarters for the commune and town police forces, they are mainly arranged in 2 to 3 working rooms at the headquarters of the People's Committees of the communes, causing difficulties for the work and combat readiness of officers and soldiers. Therefore, the construction of working headquarters for the commune police in Nghe An province in the current period is extremely necessary.
Based on the practical requirements and tasks of the Commune and Town Police force and the current situation of workplace arrangements for officers and soldiers of the Commune and Town Police in Nghe An province, on July 14, 2022, the People's Council of Nghe An province issued Resolution No. 21/2022/NQ-HDND and on August 2, 2022, the People's Committee of Nghe An province issued Decision No. 2264/QD-UBND on approving the Project to build new and renovate, upgrade and repair working headquarters for the Police of communes and towns in Nghe An province, period 2023-2030.
The goal is that by 2030, all 428/428 Commune and Town Police Stations will have independent working offices, ensuring the scale and area to meet the working and combat requirements of the Commune and Town Police Station. In particular, in the period of 2023-2025, at least 40 new Commune and Town Police Stations will be built.
