Nghe An will review nearly 9,500 enterprises in the 2017 Economic Census

(Baonghean) - Implementing the National Investigation Program, on August 26, 2016, the Prime Minister issued Decision No. 1672/QD-TTg on organizing the 2017 Economic Census. Nghe An Newspaper reporter interviewed Mr. Nguyen Huu Vinh - Director of the Provincial Statistics Office about the preparation work for the Census in the area.

PV:Could you please tell us the purpose and significance of the 2017 Economic Census?

Comrade Nguyen Huu Vinh:To comprehensively reflect the production and business results of sectors, levels, economic establishments, administrative and career establishments, and religions, this Census aims to meet 3 purposes and meanings:

Firstly, it is to assess the development in the number of establishments and labor of economic, administrative and career establishments; production and business results; the level of information technology application; the structure and distribution of establishments and labor by locality, economic sector, and ownership form, meeting the management requirements of the Party, State, ministries, sectors and localities;

Second, calculate official statistical indicators of statistical sectors, indicators of Gross Domestic Product (GDP), Gross Regional Domestic Product (GRDP) in 2016 according to the Project on innovation of the process of compiling data on Gross Regional Domestic Product in the province, other statistical indicators of the National Accounts System; Third, supplement data and update the database on enterprises, the overall sample frame of establishments, economy, administration, and career for the next period of sample surveys of the statistical sector, ministries, branches and localities.

PV:This is a large-scale Census with a large number of investigation units; so are there any subjects or investigation units that are not part of this Census, sir?

Comrade Nguyen Huu Vinh:According to the General Census Plan issued with Decision No. 1896/QD - BKHĐT dated December 26, 2016 of the Minister of Planning and Investment, the subjects and units of the survey are stipulated to include: establishments operating in production and business of all economic types, Party and State agencies, organizations, public service units, associations, religious establishments, beliefs, foreign non-governmental organizations, satisfying all 3 conditions: (1) having a fixed location in the territory of Vietnam to directly carry out or manage and operate activities in economic sectors; (2) having an owner and a head responsible for managing and operating activities, having professional labor; and having a continuous or periodic period of operation according to season or business practices.

The survey units of the General Census are divided into 4 blocks: (1) The enterprise block includes state-owned enterprises, non-state enterprises, enterprises with foreign direct investment, independent economic accounting, established and regulated by the Law on Enterprises; Cooperatives/Unions of Cooperatives, People's Credit Funds (collectively referred to as enterprises); establishments affiliated with enterprises; branches and representative offices of foreign enterprises in Vietnam; (2) The administrative and public service block includes agencies of the Party, State, unions, public service units, associations, unions, establishments affiliated with administrative agencies, public service units, using their own seals and accounts, foreign non-governmental organizations operating in Vietnam; (3) The individual block includes individual production and business establishments in non-agricultural, forestry and fishery sectors; and finally the religious block includes establishments of all types of religions recognized by the State, and belief establishments.

However, the 2017 Economic Census does not include the following subjects: agricultural, forestry and fishery production households (because they were surveyed in the 2016 Rural, Agricultural and Fishery Census) and foreign diplomatic missions, embassies, consulates, and international organizations operating in Vietnam.

PV:Can you tell us the timing and content of the 2017 Economic Census?

Comrade Nguyen Huu Vinh:The 2017 Census is divided into two phases. Phase 1: collecting information on production and business establishments in the enterprise and administrative sectors, starting from March 1, 2017, is expected to end on May 31, 2017; Phase 2: collecting information on production and business establishments in the individual and religious sectors starting from July 1, 2017, is expected to end on July 30, 2017.

The summary results are scheduled to be announced in December 2017 and the official figures will be released in the third quarter of 2018.

The content of the General Census focuses on the following 6 groups of information:

General information group about the facility; Information group about labor and income of employees; Information group about production and business performance; Information group about information technology application; Information group about access to capital sources of enterprises; and information group about specialized topics of enterprises.

PV:As the Standing Member of the Provincial Steering Committee for the General Census, can you tell us how Nghe An has been preparing for the general census?

Comrade Nguyen Huu Vinh:After the Prime Minister's decision on organizing the 2017 Economic Census and the guiding documents of the Central Steering Committee, in Nghe An, the preparation work for the Census has been actively carried out and is taking place according to the plan of the Central Steering Committee for the Census. That is, the Steering Committee and Census support teams at all levels from the province to the commune have been established with 2,745 participants; the review and listing of 9,493 enterprises in the area have been completed.

Due to the importance of the Census, on February 22, 2017, the Provincial People's Committee issued Directive No. 03/CT-UBND on the organization of the 2017 Economic Census in Nghe An province; at the same time, the provincial conference with many important contents was completed. Currently, the Steering Committee from the provincial to the communal level is also actively reviewing and making a list of actual survey units in the administrative and public service sectors.

To ensure the investigation is on schedule in the remaining half of March, the Provincial Steering Committee will urgently complete some work contents so that by April 1, 2017, the entire province can simultaneously launch the administrative and career sectors. That is: organize a training course on recording forms for lecturers and supervisors at the district level, then the Provincial Steering Committee will direct districts, cities and towns to select officers to work as investigators, organize training courses for investigators in their localities.

One of the important and indispensable contents in the preparation work for the General Census that the Steering Committees at all levels need to carry out is to receive and distribute survey forms, propaganda materials, stationery, funding and other necessary conditions to ensure the purpose and requirements of the General Census...

Thus, in the past time, the preparation work for the General Census in Nghe An has been organized very actively, thoughtfully, closely and with high determination in the coming days, it can be affirmed that by April 1, 2017, Nghe An is ready to launch the 2017 Economic General Census with a great spirit of success.
