(Baonghean.vn) - It is expected that by the end of 2019, Nghe An Health sector will merge 6 provincial-level preventive medicine centers into the Center for Disease Prevention and Control at the same level.

On the afternoon of May 7, the monitoring delegation of the People's Council of Nghe An province conducted a monitoring of the organization, staffing, and labor contracts in state administrative agencies and public service units in the province for the Nghe An Department of Health.

Comrades: Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council and Hoang Viet Duong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the meeting.

In the period of 2015-2017, regarding the organizational structure, the Department of Health has been rearranged from 8 departments and 1 board to 7 departments and 1 board (reduced by 1 department due to merging the Finance and Accounting Department with the General Planning Department into the Planning - Finance Department).

Regarding affiliated units, the Department of Health has arranged from 63 units to 52 units, reducing 11 units, including: 1 provincial forensic psychiatric center and 10 district-level medical units.

Many public health service units have innovated towards autonomy and self-responsibility for organizational structure, staffing, and finance. Up to now, 15/52 units have autonomy in regular expenditure.

Acting Director of the Department of Health Duong Dinh Chinh said, “The sector continues to encourage units with conditions to switch to autonomy in regular spending to reduce budget allocations and increase the unit’s initiative in performing its tasks.”

By the end of 2017, the entire health sector had 10,232 employees, of which 6,005 were paid by the State budget (accounting for 59%) and 4,227 were paid by autonomous units (accounting for 41%).

The leader of the Department of Health also added that from 2015 to now, the health sector has streamlined 421 positions and by 2021, units in the sector must continue to streamline 518 positions.

At the meeting, members of the monitoring delegation also asked the leaders of the provincial health sector to clarify further issues related to the arrangement and reorganization of the apparatus, human resource training, especially at the grassroots level, and attracting high-quality human resources...

Accordingly, 6 units under the health sector will be merged into the Center for Disease Prevention and Control, including: Center for Malaria, Parasites, and Insect Prevention; Center for HIV/AIDS Prevention; Center for Health Education and Communication; Center for Reproductive Health Care; Center for Population and Family Planning Counseling; Center for Preventive Medicine.

Acting Director of the Department of Health, Mr. Duong Dinh Chinh, said that he had assigned leaders of the centers to visit the post-merger operating models of some provinces, especially large provinces, to move towards merging according to the roadmap by the end of 2019.

Concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong acknowledged the achievements of the health sector in managing organizational structure, payroll, and labor contracts.

Regarding the tasks in the coming time, the Vice Chairman of the Provincial People's Council requested the Department of Health to strengthen inspection, supervision, and strictly direct the review of the apparatus, functions and tasks of the affiliated units to build and perfect the apparatus, ensuring proper implementation of functions and tasks; review and appraise the Job Position Project.

On the other hand, the Vice Chairman of the Provincial People's Council also requested the Department of Health to develop a project to continue streamlining and restructuring the system of affiliated units; review and merge affiliated units and centers in the spirit of reducing affiliated focal points.

Comrade Hoang Viet Duong also requested the Department of Health to proactively work or advise the Provincial People's Committee to work with the Provincial Social Insurance to resolve difficulties in health insurance payments to ensure fairness and benefits for all parties; direct the implementation of attracting high-quality human resources; train and foster human resources of the industry...
