Nghe An will re-establish the position of plant protection and veterinary medicine at the commune level.

On August 6, 2021, the Standing Committee of Nghe An Provincial Party Committee issued Notice No. 338-TB/TU on adjusting Conclusion No. 134 - KL/TU, dated March 5, 2019 on solutions to reorganize the apparatus, restructure the staff and civil servants of the commune-level political system of Nghe An province to operate effectively and efficiently.

Specifically, agree to remove the content: "No arrangement of plant protection and veterinary positions. This task is carried out in the form of socialization under the management of local authorities and competent state management agencies" as stipulated in Conclusion No. 134 - KL/TU.

The Provincial Party Standing Committee assigned the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to develop a specific plan to submit to the Provincial People's Council for approval, decide on the positions of non-professional workers at the commune level according to its authority, in accordance with the general practical situation of the province but not exceeding the number of non-professional workers at the commune level prescribed in Decree No. 34/2019/ND-CP, dated April 24, 2019 of the Government; at the same time, increase incentives for holding concurrent positions, and allocate allowances to streamline the apparatus and increase the income of commune-level cadres and civil servants in accordance with Project No. 09-DA/TU, dated August 14, 2018 of the Provincial Party Standing Committee.

Previously, on June 22, 2021, the Party Committee of the Provincial People's Committee submitted a proposal to adjust Conclusion No. 134-KL/TU in the direction just agreed upon by the Standing Committee of the Provincial Party Committee as above so that the Provincial People's Committee has a basis to propose a plan to arrange the position of non-professional veterinary and plant protection workers at the commune level.

Because the reality in the province in recent times shows that the lack of arrangement of non-professional veterinary and plant protection positions at the grassroots level has encountered a number of difficulties and obstacles in the work of propagating and implementing the Party's policies and the State's laws on veterinary medicine and plant protection in localities.

Due to limited budgets, some localities cannot hire people to provide veterinary and plant protection services due to high hiring costs; without people to do it, the socialization of this position in rural areas, especially remote and ethnic minority areas, is basically impossible; therefore, livestock and poultry diseases are detected and handled more slowly than before.

With the above shortcomings, recently, many opinions, especially from voters in rural areas, have suggested considering re-establishing this position.

Abolishing the position of commune-level veterinary specialist: The benefits do not outweigh the harm.
