Nghe An will submit a policy to support part-time commune police who no longer participate in the security and order protection force at the grassroots level.
On the morning of November 26, the Legal Committee of the Provincial People's Council reviewed the contents of the submission to the 25th Session of the 18th Provincial People's Council, term 2021 - 2026.

Attending the working session were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council.
Comrade Pham Thanh Chung - Standing Member, Head of the Legal Committee of the Provincial People's Council chaired and directed. Also attending were leaders of the Provincial People's Council Committees, the Provincial People's Committee Office and the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province; and the drafting agencies.
On November 28, 2023, at the 6th Session, the 15th National Assembly passed the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, effective from July 1, 2024.
This is one of the mass forces, arranged in villages and residential groups, acting as the core to support the commune-level police, helping the People's Committees at the same level in protecting security, order and building a mass movement to protect national security.

According to the law, this force has 6 tasks, including: supporting the grasp of the security and order situation; supporting the building of a mass movement to protect national security; supporting fire prevention, fighting, rescue and relief; supporting administrative management of social order; supporting the mobilization and education of people who have committed violations of the law residing at the facility; supporting patrols to ensure security, order and traffic safety; performing the task of protecting security and order when mobilized.
Implementing the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, 3,797 security and order protection teams with a total of 11,424 people were established in the province on the basis of the civil defense force, part-time commune police, and former civil defense team leaders and deputy leaders.

According to the Provincial Police, the number of surplus part-time Commune Police, Civil Defense, Civil Defense Team Leaders and Deputy Team Leaders who cannot be fully recruited into the force participating in protecting security and order at the grassroots level in Nghe An province is at least 786 people.
In addition, some people no longer need to continue participating in the security and order protection team after the Force participating in security and order protection at the grassroots level takes effect from July 1, 2024 as follows: 52 part-time commune police officers; 12 heads and deputy heads of the People's Protection Committee; 52 members of the People's Protection Team; 4,310 civil defense team leaders and deputy leaders.

This morning, the Provincial People's Council's Legal Committee reviewed the draft Resolution on promulgating a policy to support part-time commune police who no longer participate in the security and order protection force at the grassroots level.
According to the proposal of the Provincial People's Committee, for part-time commune police officers with continuous working time of 15 years or more, they will receive one-time severance support, each year of working time is calculated as 1.5 months of current allowance; and those with working time of less than 15 years will receive one-time severance support, each year of working time is calculated as 1 month of current allowance, maximum not exceeding 10 months.
Also this morning, the Provincial People's Council's Legal Committee reviewed the draft Resolution regulating the level of expenditure to ensure operating conditions for forces participating in protecting security and order at the grassroots level, including: Expenses for providing uniforms, badges, insignia, signs, certificates; expenses for training, rehearsals, competitions, preliminary and final summaries, organizing emulation movements, and rewards are necessary and have a legal basis.
The Legal Committee of the Provincial People's Council reviewed the reports of the Provincial People's Committee in 2024 and orientations for 2025 on the following tasks: Administrative reform; ensuring traffic safety; combating and preventing crimes and law violations; results of corruption prevention and control; receiving citizens, resolving complaints and denunciations of citizens. At the same time, it reviewed the reports of the Provincial People's Procuracy, the Provincial People's Court, and the Provincial Civil Judgment Enforcement Agency on the work of the sector in 2024.
