This couple, the owners of the Tam Nham Gold and Silver Private Enterprise, were accused of abusing trust to appropriate property through the form of mobilizing savings deposits using "Savings Books" with an interest rate of 9.6%/year. However, when the deadline for paying back the principal and interest came, despite having the conditions and ability, Mr. Tam and Mrs. Nham deliberately did not pay in order to appropriate the property. A source from the Criminal Investigation Agency said that this move is to find more people to report crimes. "Currently, the Criminal Investigation Agency has not initiated a case but has only resumed the investigation. There is still no conclusion on whether this case is criminal or civil," the source said.

Previously, Nghe An Newspaper had many articles reflectingsigns of gold and silver business fraudThis. At the end of 2023, dozens of households regularly showed up in front of Mr. Tam's family's business store hoping to receive their debt. They carried many banners, stretched in front of the store, demanding that this business owner return the money. Therefore, the local government had to regularly assign functional forces to ensure security and order, avoiding clashes between the two sides. This is an incident that has lasted for many years in this rural area.
According to the reporter's investigation, nearly 10 years ago, people in communes such as My Thanh, Cong Thanh... rushed to deposit money at Tam Nham Gold and Silver Enterprise owned by Mr. Tam and his wife. After depositing money, the owner of this enterprise gave them a "savings book" printed by the enterprise itself, inside clearly stating the deposit amount, deposit period and interest rate of 9.6%/year.
However, in 2016, Mr. Tam's family suddenly declared bankruptcy, leaving hundreds of other households in dire straits because they had deposited money but could not get it back. Most of the victims were farmers, some brought all their assets worth more than 1 billion VND to deposit, others brought only a few tens of millions of VND.
Recently, one of the victims discovered that although Mr. Tam and his wife declared bankruptcy, they still had many assets under their names, including 4 plots of land, so they continued to come to claim them, and at the same time requested the authorities to freeze these assets to prevent their dissipation.
Speaking to Nghe An Newspaper reporters in early 2024, Mr. Nguyen Vinh Tam admitted that he still owed money to these households. "However, I am also a victim of others," Mr. Tam said. Mr. Tam said that he used to run a gold and silver shop, had a lot of money to spare, so he opened a loan service and accepted deposits. During this process, he and his wife also participated in the hui. However, in 2015, a woman residing in Lien Thanh commune took all of the ward's nearly 20 billion VND and borrowed nearly 2 billion VND from Mr. Tam and his wife before fleeing her residence.

“There are up to 60 people who are borrowing money from us but have not paid it back, amounting to tens of billions of dong. As for the money that people have deposited with us, since the incident happened, we have tried to pay back more than 22 billion dong to the people. Now they still owe about 9 billion dong,” said Mr. Tam.
Meanwhile, the people do not agree with Mr. Tam's point of view. "Mr. Tam thinks that he and his wife are also victims of others, so he wants us to share the risk with him, and wait until we get the money that Mrs. Thuong borrowed from him, then we will use that money to pay us. But this is the money we sent to Mr. Tam and his wife to get interest, not to invest shares in his business, so we have to share that risk. The two cases are not related to each other," said one of the people who were borrowed money from Mr. Tam and his wife, adding that Mr. Tam and his wife have not yet sold all their assets to pay them, specifically, there are still many plots of land in their names. Therefore, these people asked Mr. Tam to sell the land to get money to pay all the people who trusted and deposited their savings here, but it was still not accepted./.
