Nghe An: Will submit to the Provincial People's Council for consideration and issuance of a resolution on preventing and combating human trafficking
(Baonghean.vn) - The issuance of the Provincial People's Council Resolution on a number of solutions to improve the effectiveness of human trafficking prevention and control in Nghe An province is necessary, in order to mobilize the participation of the entire political system, sectors, and levels from the province to the grassroots; agencies, organizations and people to participate in the work of preventing and controlling human trafficking.
On the afternoon of November 4, the People's Committee of Nghe An province held a meeting to listen to and give comments on the draft "Resolution on a number of solutions to improve the effectiveness of human trafficking prevention and control in Nghe An province" to submit to the 17th Provincial People's Council.

There are still many hidden complications.
In recent times, although the situation of human trafficking crimes in Nghe An province has been controlled, it still has many potential complications. On average, every year, the functional forces of the whole province detect, arrest, and prosecute from 15 to 25 cases and dozens of suspects for trafficking from 25 to 35 victims (including women and children).
The Government and the Ministry of Public Security have identified Nghe An as one of the key localities in the country for human trafficking crimes.
In Official Dispatch 12102/VPCP-NC dated December 13, 2018 of the Government on directing the implementation of the recommendations of the National Assembly's Committee on Judiciary on the implementation of laws on prevention and combat of human trafficking, it directs the People's Committees of provinces and centrally run cities to "study and propose to the Provincial People's Councils to include the content of prevention and combat of human trafficking in thematic resolutions and conduct regular supervision of the implementation of the resolutions".

The Provincial People's Committee has assigned Nghe An Provincial Police to preside over and coordinate with relevant agencies to advise on the development of a draft Resolution on a number of solutions to improve the effectiveness of human trafficking prevention and control in Nghe An province.
After widely consulting the entire industry, Nghe An Police repeatedly consulted with many relevant departments, branches and People's Committees of districts, cities and towns in September and October, before submitting this draft Resolution to the Provincial People's Committee for consideration.
Fight fiercely against human trafficking crimes
It is necessary to submit to the Provincial People's Council a resolution on a number of solutions to improve the effectiveness of human trafficking prevention and control in Nghe An province in order to mobilize the participation of the entire political system, sectors, and levels from the province to the grassroots; agencies, organizations, and people to participate in the work of preventing and controlling human trafficking.
The resolution will also create a corridor to mobilize resources and local budgets to support the implementation of solutions; strengthen supervision to improve the effectiveness of leadership, direction, and organization of implementation of human trafficking prevention and control.
The draft Resolution has 6 articles, the basic content of which focuses on a number of measures including improving the capacity and effectiveness of leadership and direction; innovating and diversifying forms of propaganda, dissemination and education on laws on preventing and combating human trafficking to strongly change awareness, raise consciousness and responsibility for preventing and combating human trafficking for officials and people.
The draft also proposes solutions such as regularly reviewing policies or advising on policies and laws to effectively serve the prevention and combat of human trafficking crimes; continuing to strengthen State management of security and order, contributing to the prevention of human trafficking crimes in the area; focusing on fighting resolutely to help contain and reduce human trafficking crimes; and paying attention to supporting victims of human trafficking who return.

After listening to the delegates' discussion and concluding the meeting, Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee affirmed the necessity of issuing the Resolution. However, in order for the Resolution to ensure its legality and high efficiency in practice, the Provincial Police and the Department of Justice, together with relevant sectors, need to actively coordinate to develop and perfect the draft in the direction of expressing a broader vision, suitable to the current new context on this issue, especially needing to study international treaties to supplement the draft Resolution.
