Nghe An will build a multi-functional Gymnasium and Cultural Center in the period 2026 - 2030

This is the information given by the Director of the Department of Culture and Sports of Nghe An during the question and answer session on the morning of December 6 regarding the current situation of the stadium and cultural center of the province being degraded and not meeting standards.

On the morning of December 6, the 25th Session of the 18th Nghe An Provincial People's Council held a question and answer session.

Leaders of Nghe An province attending the meeting included comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - former Standing Deputy Secretary of the Provincial Party Committee, delegate of the Provincial People's Council; Vo Thi Minh Sinh - Member of the Provincial Party Committee Standing Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee and comrades of the Provincial Party Committee Standing Committee, Provincial Party Executive Committee, Vice Chairmen of the Provincial People's Council, Provincial People's Committee, Deputy Head of the Provincial National Assembly Delegation.

Comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.

Speaking at the question and answer session, Ms. Tran Thi Khanh Linh - Vinh City Delegation cited the report of the Department of Culture and Sports, commenting that the provincial cultural institutions were not up to par. The provincial cultural center had not invested synchronously and was not exploited effectively. The sports training and competition center had degraded facilities, and the housing system and living conditions for athletes were cramped.

Thereby, the delegate asked the Department Director to indicate what is a strong enough fundamental solution to be able to build a system of cultural institutions at the provincial level to ensure the construction of a civilized and modern Vinh city.

Director of Nghe An Department of Culture and Sports Tran Thi My Hanh agreed with the situation pointed out by delegates, that Nghe An's provincial cultural institutions are limited.

“The scale and facilities of the Provincial Cultural Center are not up to par. The Sports Training Center is in a state of disrepair,” she said, adding that this limitation has cost Nghe An the opportunity to host a number of national competitions because when ministries and sectors came to survey, they could not meet the requirements.

To solve the above situation, the Director of the Department of Culture and Sports of Nghe An said that in the Provincial Planning for the period 2021 - 2030, with a vision to 2050, there is a plan to build a sports complex in the form of public-private partnership (PPP) and the Provincial Cultural Center.

In particular, in the medium-term public investment plan for the period 2026 - 2030, the industry has consulted to allocate resources to implement two key projects: a provincial-level stadium worthy of organizing regional, national, and even international tournaments and a multi-functional Cultural Center and Provincial Conference Center.

Also related to cultural and sports institutions, delegate Tran Thi Thanh Huyen - Delegate Group of Thanh Chuong district said that many communes and hamlets have invested in very beautiful stadiums but they are often closed and not exploited effectively.

Responding to questions from delegates, the Director of the Department of Culture and Sports of Nghe An said: Currently, in the province, there is 1 district without a cultural center; 15 communes without a cultural house, 22 communes without a stadium, and 30 villages without a cultural house.

Regarding the wasteful use of cultural and sports facilities, Ms. Tran Thi My Hanh acknowledged that the delegates' assessment was consistent with the current situation at stadiums in some districts and communes. The reason was due to inappropriate location planning, such as: Con Cuong District Stadium is near a cemetery and landfill, so it is not effective.

In addition, these institutions are public assets and are currently subject to legal regulations and are not allowed to be rented out for service purposes. On the other hand, some localities have not paid attention to organizing regular activities.

Regarding the cultural and sports institutions of the villages and hamlets, the Director of the Department of Culture and Sports of Nghe An affirmed that they are being used well and effectively.

From that reality, mentioning the solution, Ms. Tran Thi My Hanh said: The industry has advised the province and directly Vice Chairman of the Provincial People's Committee Bui Dinh Long chaired the conference to discuss solutions to improve the efficiency of use. After that, the industry has advised the province to issue regulations on management, use, and effective promotion of cultural institutions, however, due to legal constraints, they have not been able to issue them.

In the coming time, the sector will continue to make recommendations to central ministries and branches to advise on removing difficulties and obstacles to promulgate provincial regulations; at the same time, continue to coordinate with localities to support the development of more effective operational plans at cultural institutions; associated with inspection and supervision; advise on mechanisms and policies.

Delegate Nguyen Hong Son - Ky Son District Delegate Group, expressed concern that after merging villages, cultural institutions were both redundant and lacking, and requested information on the current situation and solutions to overcome them.

The Director of the Department of Culture and Sports admitted that the situation of cultural institutions is both redundant and insufficient. There are surplus cultural houses but insufficient space because the population after the merger has increased.

Therefore, the Department has proactively advised the Provincial People's Committee to issue directive documents, review and carry out activities to promote the effectiveness of institutions. 812 villages have been selected for renovation and upgrading, 358 other villages have been planned for investment and new construction.

In the immediate future, Ms. Tran Thi My Hanh suggested that localities basically retain these cultural institutions as places for community activities, associated with effectively implementing Directive 28 of the Provincial People's Committee on the management, use, and effective promotion of cultural institutions...
